Billie Haylen is a NPC controlled by GM Sigma in Star Military of the Democratic Imperium of Nepleslia 4th AASP Fleet plot.
The former airbike racer stands 6'0 tall, and weighs approximately 149 pounds. She has bleach-blond hair that goes several inches past her shoulders and which is kept tied back in a pony-tail whenever she is in uniform. A slim but toned woman, she has a attractive figure, especially considering she's approaching forty years old, and keeps herself in high physical fitness. She has slim facial features, which could best be described as gentle, and a pair of light blue eyes.
A “heart on her sleeve” type, Billie commands the respect of the sailors and Marines under her command with getting the job done, and also looking out for them. She's not some unattached commander who sees herself as above the enlisted soldiers she commands. However, she does know that being a good leader doesn't mean being a good friend, and so she does control herself when it comes to her involvement in the lives of those under her command. Then, when it comes to the military as a whole, she seems like a woman that's fallen in love, and does her best to better what's around her, and improve the establishment she loves so much. Her dress shoes are always well-polished, her uniforms well-kept, and she keeps both her equipment and herself at an incredibly well-maintained level. She insists the same from those under her command, especially for a highly specialized and trained unit such as the 1st. However, one affliction she does face is how “hands-on” she prefers to be with those under her command. It is a sad fact that she often becomes too attached to the higher ranked NCOs, becoming more a friend then a commander, and that can jeopardize the functions of a unit in the wrong circumstances.
Born in Los Apagos, she grew up in a white-collar family, and spent whatever time she had outside of private school in the gym or on her personal airbike. She had good grades and was in good physical shape, even at a young age, and as she grew older her impressive height and athleticism caught the eye of a Navy recruiter at an Unlimited-class airbike race in which she was participating. That man, an avid fan of hers, would meet her in the pits after the race, and not long after that she was off to the Naval officer academy. She did well there, physically and mentally fit, and when she graduated she escalated quickly through the ranks until she reached the rank of Rear Admiral. During her time going through the ranks, she proved herself as a Nepleslian combat pilot, and it was for this very reason that, in YE 35, her current assignment is to command the 4th Fleet's Carrier Group.

This woman is a relatively feminine, yet somehow still a tom-boy, and somehow she managed to make a go of her career in the Navy. I'm trying to play her as the typical “cares to the wind” sort of commander, who isn't so much about stoic professionalism, as she is about getting the job done, and enjoying a drink at the bar once it's all over.
