Article 1: Legislative Laws of the Yamatai Star Empire

(Proposal #2, Updated by Proposal #32)
Purpose:
1. To establish a method in which the votes are cast regarding Proposals.
Proposal:
1. Voting for each issue will be open for 72 hours.
2. A voter may vote YES, NO, or ABSTAIN, and may make comments or suggestions of improvements to the proposal, which may be utilized in a modified resubmission, or for a motion to change. A voter may also comment on the need for future proposals to supplement the proposal being voted on.
3. A failed bill can be immediately re-run for voting if modified to reflect suggestions. Bills rejected, still in the same form must wait a week before re-submission.
4. The votes have a point value as follows:
Star Army Taisho: 5 Points
Star Army Chujo, Corporations: 4 Points
Star Army Taisa: 3 points
Star Army Officers, Enlisted: 2 Points
Star Army Citizen: 1 Point
5. At least two votes must be made on a side for that side to be successful.
6. A voter whose vote counts 3 points or more may make a motion. In order for a motion to be successful, it must be seconded and unchallenged.
7. Motions include:
-Motion to extend: Extends voting period by 24 hours.
-Motion to end: Ends the voting period if at least five people have voted.
-Motion to change: Allows the proposal to be modified for clarity or adjusted during voting. Voters may change their votes if necessary, but votes before the changes still count if left unchanged.
8. Any person submitting a proposal automatically votes YES for that proposal, unless she is submitting the proposal for another person. In that case, they must state the author.
Proposal #31
Purpose:
1. Fairness
2. Sensibility
Proposal:
1. Laws passed by the Legislative Process are not retroactive.
2. Except for this one.
This means that people cannot be held responsible for violations of a law that was not yet passed. It also means that this law protects all cases of this nature.
3. This law is extremely important to a healthy Empire and as such, needs to exist, always. Therefore, once in effect. it cannot be negated.
Article 2: Military Law in the Yamatai Star Empire

(Proposal #4)
1. On a starship, there shall always be two crew on guard, at minimum an officer will be on the bridge and a technician is in engineering. Exceptions to this regulation can be made when the ship is in a friendly dock.
2. Officers of the Star Army of Yamatai are authorized to confiscate any items they see fit from civilians, and to permit their enlisted soldiers to retrieve certain items as well.
3. Star Army soldiers will wear Star Army Uniforms approved by their fleet commander whenever on duty. The appropriate Star Army rank pin will always we worn, except when the soldier is in a bathing suit, underwear, or naked. The sidearm is part of the uniform, and although the actual pistol itself may vary (with permission of the ship's captain), all Star Army troops should be armed whenever in uniform.
4. The Star Army may discriminate on a basis of species, language, culture, social class, physical attributes, mental attributes, sex, and age so long as it is in the interest of promoting overall efficiency. However, it may not discriminate by not by race, religion, sexual preference, or ancestry.
5. Citizens will become officers, and plebians will become enlisted upon initial entry, except for officers of a conquered territory, who may become officers of the Star Army.
Military
Imperial Decrees:
2. Imperial Government and Star Army orders always take precedence over
corporate ones.
3. The Star Army will begin attaching large automated provisional forces to
each fleet.
5. Each fleet may only have one Taisho.
6. Any fleet may only have up to eleven Chujo. This does not include computer
systems.
7. Any fleet may only have up to one hundred Taisa.
8. The Master Fleet Admiral is the approving authority for creating and
assigning fleets.
9-1. The higher-ranking officer ends a communication or conversation.
9-2. Bow slightly or nod to superior officers.
9-3. Bow deeply to much-higher-ranking officers.
9-4. Do not interrupt conversations of superior officers.
9-5. Red-pin personnel should only speak if spoken to in the presence of
a White-pin officer (unless permitted).
War with the Jaaq'tah Alliance
Proposal #46
Purpose:
1. Survival. If we ignore them now, they'll come later.
2. Profit: We can make long-term gain in resources, experience, and
technology. War fuels industry.
3. Revenge. For Ralfaris!
Proposal:
1. The Star Army will ensure the downfall of the Jaaq'tah alliance.
2. Star Army forces are authorized to make exceptions Proposal #25 when
significant numbers Jaaq'tah are captured.
Prisoners of War Act
(Star Army Proposal #25)
Purpose:
1. To promote respect for
the Star Army
2. To (hopefully) show good faith to our enemies so that they may return
the favor and treat our POWs ethically.
Proposal:
Prisoners of War:
1. Will be provided adequate food and water.
2. Will be provided a decent place to sleep. (shelter)
3. Will be provided with medical attention.
4. Will be provided with clean clothing.
5. Will not be mistreated so long as they cooperate and submit to their
captors.
6. Mistreatment is defined as handling them in a way that would violate
the law if the POW is a Star Army plebian (unregistered citizen).
7. We will attempt to secure a mutual agreement with our enemies to
handle POWs in this manner.
(Proposal #5)
Purpose:
1. To establish a method in which Star Army members present a standard, uniform signature for their correspondence.
2. To prevent clogging message boards.
Proposal:
1. All Star Army signatures will be made using the follwing format:

Soldier to Soldier Combat
(Star Army Proposal #28)
Purpose:
1. To prevent loss of life and loss of effectiveness caused by injury due to
combat.
2. This is a professional military. We will not tolerate senseless violence
aboard ships.
3. Unnecessary damage has resulted as a result on on-ship fighting.
Proposal:
1. Star Army Crewmembers are not allowed to physically or psionically attack one
another, especially onboard Star Army ships or in Star Army facilities.
2. Unless these facilities are specially designed and designated for fighting.
This requires the authorization of three officers with the rank of Taisa or
above, adequate space, and adequate nearby medical facilities.
3. Striking a superior officer is grounds for grave punishment. A superior may
strike a lower-ranking officer for disciplinary purposes only
Malingering
Proposal #34
1. Any Star Army soldier who for the purpose of avoiding work, duty, or service
feigns illness, physical disablement, mental lapse or derangement, or
intentionally inflects self-injury shall be punished as the Unit Commander may
direct.
2. A Unit Commander is the Ship Captain of a Star Army Fleet Group (usually composed
of 9 ships).
Drug Act
(Proposal #33, with additions from Proposal #53)
Purpose:
1. To protect and ensure efficiency of Star Army troops.
Proposal:
1. Members of the Star Army, and all Major Corporations are prohibited from using
chemical substances to alter their mental state for recreational use.
2. This does not include alcohol or minor stimulants and drugs used in a
medical capacity (Such as painkillers).
3. Star Army Personnel are not authorized to consume alcoholic beverages if it
results in impaired performance of duty. "Impaired performance" is
to be decided by a superior, uninebrated, officer.
Misbehavior Before the Enemy
Proposal #36
1. Any Star Army soldier who
(1) runs away;
(2) shamefully abandons, surrenders, or delivers up any command, unit, place,
or military property which it is his duty to defend;
(3) through disobedience, neglect, or intentional misconduct endangers the
safety of any such command, unit, place, or military property;
(4) casts away his arms or ammunition;
(5) is guilty of cowardly conduct;
(6) quits his place of duty to plunder or pillage;
(7) causes false alarms in any command, unit, or place under control of the
armed forces;
(8) willfully fails to do his utmost to encounter, engage, capture, or destroy
any enemy troops, combatants, vessels, aircraft, or any other thing, which it
is his duty so to encounter, engage, capture, or destroy; or
(9) does not afford all practicable relief and assistance to any troops,
combatants, vessels, or aircraft of the armed forces belonging to the Star Army
or
their allies when engaged in battle;
shall be punished by death, unless he is a Taii or below that is following
orders.
Article 3: Civilian Laws of the Yamatai Star Empire

Purpose:
1. To establish a the beginnings of a system of law in the territories controlled by the Star Army of Yamatai.
Proposal:
1. Any person who wishes to become a citizen of the Yamatai Star Empire must go through the Department of Immigration. (StarArmy.com Immigration board).
2. Any person who wishes to revoke their citizenship is subject to confiscation of their personal possessions, especially pieces of technological or military nature.
3. Citizenship to the YSE is not obtainable by birth. To become a citizen, the owners of the child must register it.
4. A citizen is an official member of the Empire, while a plebian is not. Plebians include willingly conquered members of other nations, and unregistered Geshrin.
5. The government has the right to confiscate any finished products from corporations under its protection and supply.
6. The government is responsible for providing raw materials to its manufacturers (the Major Corporations), in the form of mining locations and assistance with technology.
7. The government will never take the money of its people through taxation.
8. Every citizen and plebian has the right to their own thoughts, opinions, and mind.
9. Every citizen and plebian has the right to express themselves and speak freely, so long as their speech does not 1) libel, or present knowingly false information regarding a person or the actions of that person. 2) reveal information that the government, Star Army, or a Major Corporation has deemed as classified.
10. Weapons of mass destruction and quantum weaponry will be the only restricted weaponry for non-military personnel. Any citizen or plebian may own a firearm, energy rifle, or small explosives launcher.
Living Property Act
(Proposal #8)
Purpose:
1. To ensure children and created beings are properly raised and supported.
2. To provide a method of ownership of organic weapons.
Proposal:
1. Any living being created by a person, corporation, or couple (parental
unit), will remain the property of the parental unit for eight years, or
until the parental unit releases them.
2. This includes both naturally born and artificial synthesized life forms.
3. Non-sentient beings belong to their creators indefinitely.
Proposal #48
Slavery in the Star Empire
Purpose:
1. To make clear what slave owners and enslaved persons can and cannot do.
2. To provide fair rights and restrictions to slave owners and enslaved
persons.
Proposal:
1. Slaves are now covered under the right to life act. Masters are not allowed
to murder their slaves.
2. Slaves must be provided for. This means they should receive adequate food,
water, shelter, and medical care.
3. Slaves are allowed to own their own property, including their own slaves.
These are theirs to control.
4. Slaves remain enslaved until their sentence is up and or they purchase
their own freedom.
5. Children of slaves are not slaves, although they are owned by their mother.
Marriage
Proposal #52 (Modified reproposal of #50)
Purpose:
1. To provide laws for legal bindings of marriage.
Proposal:
1. The couple that wishes to be bound by marriage, should consult with each
other and ask the person they feel should bind them.
2. Couple grouping are undefined, for example: male, female, female; or
female, female, female; male, male, male; male, male, female, and vice versa.
Or Male and female, and vice versa.
3. If the partner in a marriage suspects his/or her spouse is in an affair
with another, a divorce may be held immediately if that is what is decided by
one or all of of the supposed couple.
4.All divorces, should undergo a small waiting period of 2 to 3 days, pending
on whether the couple feels the need to change their decision.
5. Marriages may take in areas that the couple can choose from so long as the
owner of the said area isn't against it being used that. And the owner of the
area may charge a small fee no higher than 500 KS to provide for the used
services.
6. Couples should first seek to get a marriage liscence from their local
governments from which they will reside at. This document should be kept safe
and is used in the pending of divorces.
Stealing
Proposal #35
1. Any person subject to this chapter who wrongfully takes, obtains, or
withholds any money, personal property, or article of value of any kind with
intent permanently to deprive another person of the use and benefit of
property or to appropriate it to his use (or the use of any person other than
the owner) from the possession of the owner steals that property and is guilty
of larceny.
2. Doing the above, but for a temporary nature, is guilty of wrongful
appropriation.
3. Doing the above, but with violence or threat of violence, is guilty of
robbery.
Spies
Proposal #37
1. Any person who in time of war is found acting as a spy in or around any
place, vessel, or aircraft, within the control of the Star Army, or in or about any
shipyard, any manufacturing or industrial plant, or any other place or
institution supporting the Star Army, or elsewhere, be punished by torture, until
death.
Star Army Right to Life Act
(Proposal #13)
Purpose:
1. To provide Star Army citizens with additional rights.
Proposal:
1. It is illegal for a nonmilitary person in Star Army territory to kill a
sentient being that he/she does not own, except when acting in self-defense.
2.
Proposal #27 placed the following limits on killing:
a. Any sentient being that is made to be killed (such as
test weapons) must be designated as such.
b. Beings not designated as such from birth may not be legally killed
by their owners.
c. Beings designated to die may only live up to six months, so their
sentience will be minimal.
Star Army Rape Act
(Proposal #15)
Purpose:
1. To provide Star Army citizens with additional rights.
Proposal:
1. It is illegal for any person in Star Army territory to force an unwilling
sentient being that he/she does not own to engage in or be subject to sexual
intercourse or sexual activity.
2. Unless it is a punishment or emergency measure conducted by authorized
government agencies.
Definitions:
1. The Star Army defines "Sexual Intercourse" as the insertion of male organs
into the female's reproductive orifice.
2. The Star Army defines "Sexual activity" as contact between mouth and genitalia,
genital-to-genital contact, genital-to-anus contact, or mouth to-anus-contact
with intent to arouse or be aroused. In addition, using foreign objects
to arouse (eg bottles, vibrators) or prolonged periods of tentacle-to-genital
or hand-to-genital contact are also included.
Star Army Torture Act
(Star Army Proposal #20)
Purpose:
1. To provide Star Army citizens with additional rights.
Proposal:
1. It is illegal for any person in Star Army territory to deliberately cause
sentient being that he/she does not own to be the unwilling subject of
extreme pain or psychological distress through methods of torture.
2. Unless it is a punishment or emergency measure conducted by
authorized government agencies.
Proposal #49
Possessions of the Dead
Purpose:
1. To benefit those who recently lost a loved one.
2. To free otherwise locked funds.
3. To benefit the YSE.
Proposal:
1. Any sentient beings (slaves, children) that a deceased person owned are
freed. Unless, of course, they killed him or had him killed. In that case,
they are sentenced to death.
2. Possessions of a deceased person go to whoever the dead person willed it to.
If the person has no will on file with the YSE, the items go to the YSE.
3. If the dead person has a single closest friend or love, that person will
get it. It it is disputed, the stuff goes to the YSE.
4. Non-sentient beings will go to the YSE unless willed to someone.
Restrictions on Cloning and ST
Proposal #39
Purpose:
1. To protect individuality and identity.
2. To prevent fraud and identity theft.
Proposal:
1. No two unlinked nekos may be created exactly the same, physically
("war paint" DNA-based tattoos and markings will suffice for the
difference).
2. It is illegal to clone (make physical copies of) or ST-clone (make mental
copies of) any Star Army citizen/plebian/soldier that you do not own without their
consent. Doing so may be punished with life imprisonment.
3. A person may only have up to three ST backups at one time.
4. All nekos already have a unique genetic ID code. Attempting to modify the
code, or a neko as a whole, is illegal, and punishable by life imprisonment.
5. ST technology may only be possessed by the Star Army and the Major Corporations.
6. Only authorized computers may store ST data. These systems include:
-PNUgen OS-Ava systems
-SARA/KES OS-M systems (such as MEGAMI and KAMI)
Article 4: Corporate Laws of the Yamatai Star Empire

(Proposal #6)
Purpose:
1. To ensure government will use Corporations to provide supplies for the military, rather than producing products themselves.
2. Whereas if the government produced all of its own products, business and economy would grind to a halt.
Proposal:
1. The Star Army must not produce its own line of products for commercial trade or sale.
2. The Star Army will obtain its supplies from corporate sources where available.
3. Corporate officers drafted into the military will hold command positions, and workers enlisted positions starting at the rank of specialist.
4. The military will provide intelligence data regarding the vessels and species it encounters to the major corporations.
5. At this time, the PNUgen Corporation, WickedArms Industries Corporation, and the Ketsurui Fleet Yards Corporations will be recognized as major corporate powers. (Qel'noran Shipyards added through Proposal #40c, Kessaku Electronics through proposal #38, and Phoenix Arms through Proposal #12)
6. Corporations can be added to this list through later proposals, but corporations can only be removed from this list through the same manner.
Kessaku Electronic Systems
Proposal #38
Purpose:
1. To fill the gap of a Major Corporation to build electronics for use in
starships built for the Star Army.
2. To comply with item 2 of Proposal #6.
3. To comply with item 6 of Proposal #6.
4. To utilize item 6 of Proposal #3.
5. Kessaku Anri, a member of the Star Army Research Administration is a proven
expert in the electronics and quantum computing fields. She designed the
MEGAMI Q3 and the KAMI Q4 systems for Star Army use and is a loyal citizen who has
been an excellent officer throughout her Star Army Career.
Proposal:
1. There is now a new Major Corporation, the "Kessaku Electronics
Systems."
2. Kessaku Anri is the owner of KES.
3. "Kessaku" is now a 'clan name', and new people may only be given
the name Kessaku with permission of the Kessaku clan.
4. KES is the property of the Kessaku Clan.
5. KES will provide the Star Army with the necessary computer systems and
communications systems.
Qel'noran Shipyards
Proposal #40c
Purpose:
1. To continue free services to the Star Army in return for access to technology and
resources.
2. To comply with item 2 of Proposal #6.
3. To comply with item 6 of Proposal #6.
4. To utilize item 6 of Proposal #3.
5. Wazu is an established ship designer and trusted member of the GSA's
science officers.
Proposal:
1. Qel'noran Shipyards is now a Major Corporation, "Qel'noran Industrial
Sector"
2. Heram J. Wazu is the owner of the Qel'noran Limited Shipyards.
3. The Ajuti caste is the owner and overseer of the Qel'noran Industrial
Sector.
4. QnS will provide the Star Army with the ships requested.
5. QnS will now have access to special resources to include in and only in
its ships made for the Star Army (TTD's, SARA technologies, etc.)
6. QIS may create, control, and disband as many subsidiary organizations to
suit its needs.
7. Each QIS subsidiary will have its own CEO and will be self-contained.

Article 5: Economic Laws of the Yamatai Star Empire

Star Army
Currency
Proposal #29
Purpose:
1. To create a new standard currency for the Star Army.
2. To aid in the creation of an imperial economy.
Proposal:
1. The name of our currency will be the "Kikyô Satsu" (Bellflower
Note), or "KS" for short
2. The value of 100 is equal to the cost-of-living per day.
3. All citizens and plebians of the YSE will be provided 3000 to get started
with.
4. Pay for Star Army Soldiers:

5. The actual form of the money will be available in government-issued
debit/ID cards, coins, and electronic funds.
6. The coins will be made in quantities of 1, 5, 10, 50, 100, and 500.
7. All coins will have a hole in the center, to make them easy to stack and
count.
8. 500 and 100 will be Gold coins (Kaiki Shoho), 50 and 10 will be silver
coins (Taihei Genpo), and the 1 and 5 will be copper coins (Mannen Tsuho).

c. Civilian/corporations to government
3. The Star Army is not allowed to tax its people, however, we may tax the corporations.
4. Since the Star Army obtains its supplies from the "Major Corporations" for free through the provision-acquisition system (Star Army supplies raw materials in exchange for some finished products), the tax will not be implemented at this time.
5. The Star Army will pay for items made by manufacturers not in the "major corporations" group.
6. The Star Army will create a national bank.
7. The Star Army will encourage and assist the establishment of one or more private banks.
8. Counterfeiting KS Coins/Currency is illegal.
Imperial Decrees:
11 .Until further notice, proceeds from rental fees in the TAMI system will be
directed through KFY to its sponsored fleet, the 3rd Expeditionary. If the 3rd
XF wants to go with a different sponsor, these fees will go towards funding
SARA.
