Senate: Defeated [Proposal #79] System Defense Forces

Purpose:
  • To reallocate operational combat vessels from Nataria to form defense fleets for highly populated systems in the Empire. Our fleets cannot be everywhere at once, and the civilians on these worlds require protection. We need to supply them with at least a chance to hold off enemies until help can be dispatched.

Proposal:
  • Combat capable ships stored at Nataria will be reallocated to form defense fleets in systems such as; Tami, Kohana, Albini, etc where our expeditionary and standard fleets have a lesser presence.
  • Defense Fleets will be named as <name of system> Defense Fleet.
  • Operation of these fleets will be determined jointly by Star Army Command and the Civilian Local Authorities.

I'm always in favor of better utilizing our older ships than keeping them in storage or selling them off to third parties.

Hanako's Worlds votes no, as this law contradicts the planetary rights given in the Military Centralization Act, which permits planets to choose to maintain their own defense force or have a Star Army one.
 
Roxanne, still not even used to have a new Empress, let alone having her submit proposals like this, stood.

"Yamatai most certainly votes no on this proposal. Why are vessels not being thrust forward into the war with the Mishhuvurthyar? That should be our priority; there would be no need for defense if we defeat them!"
 
"Ohara would like some vessels allocated to its own defense fleet as a part of this proposal. Our current ships are few in number and mostly obsolete."

Roxanne chortled at the message from Maysaki. "If the current planetary defenses, including the fleets the Senator from Hanako's World mentioned, cannot handle measly pirates, what hope have we against the Mishhuvurthyar? Preposterous reasoning."
 
"Dear Hanako," The name was spoken with a touch of disgust by the Lorath senator. "I don't know if the process of moving out from the imperial palace has rattled your bearings." Aegis spoke. "Even a warrior like myself is capable of reading the final clause of the document stating, and I quote;

As you can see, Senator, planetary governments maintain their authority, which does not contradict the current law."
 
Katsuko had monitored the status of her proposal, its purpose was fulfilled passed or not. The laws of the previous reign and Roxanne were going to be obstacles to overcome. The Senate should have no place in determining military doctrine, for that she needed to seek resolution elsewhere…Yui was needed.

The proposal was in the hands of the vote, spite it would be enacted in one form or another.
 
"Wait a moment. War is over... Well, at least for the moment if Melisson's words should be heeded. Maybe we should consider this again. Times have changed, after all." Maysaki shrugged a little.
