Proposal #76 - Military Decentralization Act

Purpose:

1. To make fleets more self-sufficient and independent.
2. To overcome performance problems with the centralized organizations of the Star Army of Yamatai.

Proposal:

1. Number of Shosho in a fleet is now limited to 25.
2. Maximum number of Taisa is raised from 100 to 250.
3. SAINT will be decentralized (each fleet will have its own SAINT)
4. SARA will be decentralized (each fleet will have its own SARA)
5. Star Army Logistics will be decentralized.
6. Star Army Personnel Management will be decentralized.
7. Star Army Command will be disbanded.
8. Star Army Training Administration will be disbanded.
9. The position of Master Fleet Admiral is abolished. Creation of fleets will now be the responsibility of the central YSE government.
10. Fleets may now independently operate as politically independent entities.
 
Lor and affiliated colonies abstains our vote. Your ships, your fleets, your command structure, it is not of our direct concern unless your fleets decide to make it our concern at a later point once they are freed from their central command structure.

I vote No to this propsal.

We are currently fighting a war... Changes in command and the likes aren't suitable while fighting. Leads to confusion and (more) information leaking to the enemy.

... Granted, I am not a military commander. Actually, I believe this is something for actually fleet commanders to vote over, not senators.

Ohara votes no, as this seems horribly inefficient. Now each fleet has to divert its own resources to provide these services, losing the economy of scale.

We'd like to see some arguments as to why this would actually be an improvement.
 
On further consultation with the Matriarchy, the Senator of Lor and Yugumo Cluster colonies would like to revise the Abstained vote to a Yes vote. Our apologies for this revision, but our people are in a state of transition, and our communications systems have been... touchy, as of late.

"Senator of Ohara... if I would like your opinion on what is likely, I would be asking you if there were any truffles nearby."

The Lorath Fyunnen woman scowled at the Oharan/Creature in apparent disdain of his tone.
 
Mayosaki grunted a little, looking especially sleepy. "Stop it, both of you. We're senators, no need to be-" She took a moment to yawn, "-Ah... Children."
 
"A small wonder many of my constituents complain about their politicians. If they're anything like this breed here in our great Empire's Senate, they'll soon be seeking new jobs!"

Roxanne stood from her desk. "I will not detail my concerns, other than to say that we do not need small forces milling about, doing their own damn thing like so many wayward fish in a school. A strong, centralized military will always triumph, and this achieves the opposite! It is asked that we vote to break up our military, when it is the last thing we need during a war we are losing! Insanity!"

"The Central Planets universally vote no!"
 
Ayana stood up with a look of great concern on her face. She pursed her lips together and scanned the faces of those gathered with narrow purple eyes before she spoke, "There has been a very frightening lack of communication between the core of our nation's government and those of us on the further limits of our territory. After all, we have heard no further word about this mysterious illegal order that Mistress Yui put a stop to. The order, I recall was reconsolidation of our forces in response to our current losses and we have waited patiently to hear some other grand scheme to coordinate our survival efforts.

Yes, we are losing this war, we are also also stretching ourselves way too thin with poor communication between our central government and our fleets to continue to function as we are. We will continue to lose this war unless we actually do something.

Right now, the Fifth Expeditionary fleet runs the risk of being cut off from the nation as a whole by a Mishhu blockade. As it stands now- if such a blockade occurs- we're, please excuse my language, fucked if we are continued to be forced to rely on the decisions of the central nation to function.

If this proposal is voted down, we will continue to be treading in deep water WAITING for some grander plan to come in and save us from ourselves for months. I am afraid if we must continue to wait for help we will simply drown when we should be allowed to save ourselves. The fact of the matter is this- the SMX surround us on all sides if we continue to function as we are, with such poor communication and lengthy discussions doing nothing, we will not only lose the war but we will fall fast and fall hard.

If we are allowed to function independently like this proposal suggests, we will not have to wait to act on old information. We will not have to rely on one fleet's ship to save us all or revolutionize our diplomatic relations or gather the information that might save us all, we can do it ourselves. We need to gather information that is relevant to our own fleets and needs."
 
"Cheh!" Roxanne snorted. "The mystery is in this strange 'Bakufu' that the 5th seems to revolve around! You want to be cut from the government so you can run your own personal army.

"Are you saying you're not able to do your jobs because you're waiting for a grand scheme? The scheme is simple! DESTROY THE SMX! If you cut out the foolish infighting I've heard rumors of within the 5th XF, you wouldn't have communication problems!

"Decentralization is not the answer -- subsidiary control is. Give the fleets the power to do some things on their own, but do not completely crumble the central authority in a vain attempt at efficiency! That is madness, Tange-Katsura."
 
"No, I'm saying that we as a nation rely too heavily on the central whole to function. We are fighting this war. But tell me, where was the First or the Third Fleet when the SMX recently attacked us at Hotaru? Or why was only the 5th Fleet interested in receiving Robert Davis on his offer of renegotiation of our peace treaty with Nepleslia?

We of the Fifth Fleet are working hard to rebuild our fleet after the destruction of Taiie with little help from everyone else. You have no need to tell us to destroy the SMX, after all, we're the ones cut off from the rest of the nation. What shall you do as the SMX keep closing in on the Central planets with our forces completely cut off from the outside? Are you just going to fold away and leave the rest of us on the outside to rot, Kurokawa?

We can continue to fight and fight and fight until all our resources are gone and our people are starving. My concern is for the safety of the civilians that depend on our abilities to function as a government to keep order. If we intend to destroy the SMX we need to stand with a coordinated effort from ALL of the fleets.

But please enlighten me as to how you on the Central planets have any need to know about the proposed budget for the fifth fleet's efforts to rebuild our home port? Or the unique needs of our civilians? Or even how we handle our internal affairs? I would think that we are beyond the need for Big Sister to hold our hands as we do our jobs," Ayana retorted coolly.

"Tell me 'Roxanne', would you prefer to run your household with someone else's mother looking over your shoulder or to be left alone to run it yourself unless the matter directly concerned her?"
 
"Keep a calm tone." Mayosaki sighed a little to herself and raised her head. "You can not simply rush in, cannons blazing, on a much larger force. The grand scheme people want is a plan of attack. Or... Of retreat." She paused a moment to think, "Each organization has their own ways of organizing itself, Roxanne. The Bakufu is just another example of this. We just don't know much of the 5th as of a whole because... Well... They are surrounded by all sides and little communication is being transmitted back and forth."

She paused once more to think about her words before continuing, "The Fifth are under siege... Undoubtedly all this infighting is poked along via the Mishhu. Its to be expected in war. Now then, before we go completely off subject... I do believe the Fifth fleet needs to have the effects of this proposal for now. It will only get more difficult to communicate back and forth soon enough."
 
"The 1st and 3rd XF were spun away doing their own damn thing -- precisely the problem! Why we are not creating a more cohesive force is beyond me; this proposal serves to split us up even further, carving things up that leaves us piecemeal for the SMX to gobble up!"

Roxanne was smirking. "We are not a REPUBLIC, Senator! We are not a DEMOCRACY! We are an EMPIRE, and empires are run by strong central governments. That is how they SURVIVE. You do your citizens the grandest disservice by not engaging with the central government in terms of their protection! You cut out this fiefdom for your own purposes, and for what?

"You fail to realize that the central government IS your mother, Tange-Katsura! The planets should handle their own affairs, but when it comes to their protection, it is the central government's job to do their duty and not allow disgruntled officers to have their way willy-nilly of anything else! The Central Planets care about your budgets, your internal affairs, because THEY PAY FOR YOU TO EXIST! You suggest we let you run off with the taxes of our Central Government so you can do as you please?

"My constituency will never stand for that. You should do your duty and work MORE with the central government, not less."

She turned to the Warmaster World's senator and almost laughed. "What the 5th needs is to return to the fold as soon as possible. I propose the 5th's return to Yamatai be a condition of their being given more independence."
 
"And what," Mayosaki began, looking at Roxanne straightly, "Would that accomplish? Land lost, civilians undoubtedly killed... Moral as a whole probably plummeted. That... And as much as I do firmly believe that the Warmaster world's defense network will hold off the Mishhu easily, I can't say the same for the Nepleslian empire. I mean no offense to them, but... They are fighting a civil war, and all the Mishhu have to do is make a path that goes right to Yamatai."

She shrugged lightly and leaned back into her chair.
 
"I do not mean the entire fleet; that would be suicide. I mean the woman at the center of all of this. I want Motoyoshi Katsuko to return and explain her actions!" Roxanne put a hand on her hip and struck a "the fuck are you looking at?" pose.
 
Aegis, the Lorath Senator, released a sigh which almost seemed to be a hiss. "Roxanne, you apparently remembered to put on your blinders before arriving to the senate today. Your heavy handed and undoubtedly well practiced method is not what your Empire needs at this time."

The senator took a breath in before she advanced on the matter at hand. "You are failing to see strategic benefits which would be gained from decentralizing the command structure of your military at this time. As it stands, anyone who can read a map can tell you that your central command location, Yamatai, is now the front line of your battle. All that has kept you from being consumed by the SMX have been the borders of the Nepleslian Empire and Elysian Empire, which the SMX has chosen to avoid so far... a miracle for your people I must say. Without the Nepleslians and Elysians, the SMX would not be forced to be funneled to your southern line, they would have already established a skirmish line which your forces would have been unable to defend against, This was made apparent when your forces failed to reinforce the Taiie position, and nearly lost the Nataria position. Distributing the power of the Empire would allow for the Empire to continue to fight even if any of it's key locations were to be overwhelmed, the original proposal would ensure the survival of the Yamatai Empire, and would allow for your remaining forces to continue fighting without, as the Nepleslians put it 'skipping a beat'. Roxanne, your method would commit all of your military force to one grand battle, where you may find that your forces are not capable of protecting Yamatai, without yielding many of your already limited positions."

The Lorath senator then smiled at Roxxane, but the smile was nothing nice at all. "My my, you seem to look a little threatened by the situation."
 
Ayana looked at the Lorath senator with a soft nod of approval before she answered the boisterous senator's concerns.

"Survival. I did not propose this act so I take it that this is something the Empire itself wants to happen. To me, it sounds like my mother wants to let me grow up and life my own life but every so often check in on my progress and give me advice.

Our nation survived without a standardized currency for almost 24 years= we would find a way to make do without one if we had to. But we are not trying to gain independence from Yamatai as Nepleslia did, that is not our goal. We do want our hands unbound as you seem to wish to keep them shackled.

We want to survive by any means necessary. We know we cannot run and hide from the SMX but we cannot survive by clustering all of our resources into one central area that is being heavily advanced upon the enemy.

That, Senator, is truly insanity. You seem to want all of the sheep in the same field to be set upon by wolves while the shepherds debate trivial matters of who should be talking to who.

I would prefer to be the wolf.

We want to run our own homes, tend to our flocks first without having to run home for permission. If you are truly concerned about the numbers why not completely eliminate the prestige system? Not every citizen or official has liquid assets they use, so I fail to see how we even generate any funds through taxes when over half our people don't even have hard currency," Ayana pursed her lips together for a moment in silence.
 
"That," Mayosaki begin in response to Roxanne, "Is impossible at the moment and you know it. She'd probably just get attacked by the Mishhu." She then drummed her fingers a little on the table and looks to Ayana, sighing a little. "At the moment... I would agree to making the Fifth fleet a semi-independent state for the time being. That being until this war reaches it's conclusion. But nothing more. Nothing would change, save for the higher ups wouldn't have to get permission. Things would move more efficently under siege, like Fifth is. Then maybe there would be hope for it's survival."

She paused for a moment and shrugged. "Why are you caring so much about their afairs, Roxanne? Something worrying you?"
