I'm not talking about new factions either, I'm talking about new players. And Raz's post doesn't address anything, it's just a statement of how things currently are and that people should be fine with it.
Then why have player factions independent of Yamatai at all? Because sometimes people want to do their own thing without having to get caught up on twenty years' worth of wiki articles. Yamatai has a ton of background and that can discourage new players from getting involved.
I think the point was sort of lost here. As far as I can tell, the proposal was that there be a more regulated system for drafting and passing laws, and to have that system maybe be a bit more realistic.

So I've decided to resume work on this NPC faction I started a while back. I know there isn't much at the moment, but I would appreciate any constructive criticism or ideas anybody might have. Also, I'm open to anyone who might be willing to help with the legwork either now or (more likely)...
Suddenly, the blast door of the bridge slid open to reveal a squad of revenant-clad soldiers. Commander Nagato, at the head of the squad, removed his helmet and holstered his pistol.

The commander was visibly somewhat shaken by these comments.
"I was not speaking about that. What I mean is that you need to be sure to not let your handle on the larger issues take a back seat to personal matters. I know it's not the same, but I had a similar dilemma when Aster joined us here...
Jay quickly issued orders to the control officers.
"Get those shuttles loaded and expedite them onto the ships. No excuses, no one left behind. And keep those Eyes on overwatch. In fact, bring it up to two patrols."
He turned to Jack.
"You really need to detach yourself from individuals...
The commander waited and watched from the bridge as all of this transpired. After a time without contacts near the main group, he ordered that all loading be resumed under the surveillance of the Eyes.
Sirens wailing all around, Jay quickly directed the comms officers who were relaying and executing his orders.
"Clear the skies. Not a single aircraft takes off without a direct order from myself or CiC Pine. I need four U1s up there enforcing the no-fly zone. Keep eyes on every single move...
Jay answered the man without delay.
"Looking good. Everythings moving along nicely. All told, ninety minutes seems appropriate. I'd say anyone who's done boarding should get to quarters right after the speech. Is there another reason why this is a priority one?"

He now spoke into his comm.
"Sierra Alpha, this is Lieutenant Nagato. Deploy package to zone Charlie and minimize detection by whatever means necessary...
