Melisson looked soberly upon the Prince. "I agreed to come here on set conditions. These conditions have yet to be fulfilled."

A message would be sent to both Hanako and Taisho Yui at the same time. It's origin would be the Ayame-Class ship which had just docked at one of the many docking ports of the station.

Hanako noted the message silently. Returning her attention to the conference, she said, "Then please state your conditions," to Melisson.

"There is no sense in repeating myself. Senator Ayana already knows and - in light of the Premier's words - one of the requirements for my attending this conference was not honored," Melisson replied smoothly.

Maysaki blinked a little, looking over to Ayana as she spoke to Melisson. "I assume, being that you haven't left, that this requirement is something easy to do. Or at least right now..."

Roxanne kept her mouth shut. This was, at this point, above her and her station, nevermind Maysaki's little remark. Her eyes turned to Ayana. Trusting the Ketsurui has become impossible; the Motoyoshi must not fall into the same class.

Aegis scowled lightly at Maysaki's casual remark, any fool could realise that if the requirement was easy to do and was not met, Melisson would have already left out of principle. It was not that the condition was easy, not at all, it had to be something horribly difficult for the Empire to bend to, or, it took a time which Melisson was willing to grant. Despite the nature of the situation, Aegis could not help but to be curious as to what the condition was.

Ayana pursed her lips together, gently squeezing Tio's hand as she rose to speak. "Melisson's requirements for attending this conference were to cease our war actions and withdraw our active fighting fleets home. The other request was something that required some investigation of the claim in order to confirm the truth of the matter. Unfortunately, we were not given a reasonable amount of time to fulfill the last requirement before the Summit." She paused uncertain of herself.

"Melisson has accused the Star Army of Yamatai for the incident performed against Nepleslia Prime that Sky Marshall Davis has accused her of. I could not in good conscience apologize for something that we did not do, nor admit fault in doing it. I did not have that information in fact, until about 6 hours ago.

I did however, go into Melisson's territory to inform her of this discovery but was not able to find her. We were, in fact, attacked by an force of SMX that felt that Melisson was dead. BUT we did manage to escape because another SMX force appeared and fought the other ones.

We were very lucky to even be here right now, never mind the fact that we were late because not all of the Mishhuvurthyar want to live a time without war. I cannot find Melisson in violation of our cease fire agreement because the forces that attacked us did so thinking Melisson was dead, or so they told us." The lilac haired neko smiled wanly at the Mishhu interpreter, meeting the woman's wine red eyes with her own deep purple ones for a moment. She shifted her attention to the Nepleslians gathered and then bowed very deeply to the Premier.

"My investigation into the matter with the assistance of Empress Motoyoshi Katsuko and Crown Prince Motoyoshi Tio has revealed to me that the former Emperor Ketsurui Uesu order a SAINT ship to utilize Mishhuvurthyar captured at Jun to attack Nepleslia Prime and capture a Nepleslian ship. If I had been given the time needed to complete my investigation, I would have informed the gentlemen of Nepleslia of the previous administration's involvement.

We were at fault for attacking people we called allies under someone else's flag. It disgusts me that it happened and the people of Nepleslia Prime were hurt. I wish Melisson had been wrong on the claim but it was very true. Records from SYSTEM confirm it.

We do want peace, we do want to make amends for the past but we also acknowledge that there is very little that can really be done to soothe the pain and correct the damage that these things have done. We can however, offer you reparations on the damages caused by such a heartless attack for the ships lost, personnel lost, and property damaged; as well as, the return of the stolen vessel," it took every fiber of her being to not start crying as she voiced both her disgust of what Uesu did and her honest desire to make things right. She had not been granted an easy task but she waited for the vocal backlash of protest of the admission.

"This fulfills my requirement," Melisson closed her eyes and then slowly stood up - apparently satisfied with just that, regardless of the reaction the Nepleslian senators would give to the information they received.

"While the proceedings of the conference do interest me as it is really the first time I will be able to see you all interact, there is still a singular purpose behind my coming." The Mishhuvurthyar woman dipped her hands behind her neck to fish her crimson hair from below the neckline under the pastel-colored hooded cloak and with a sweep got the wavy mane all out to slowly fall in her back over the cloak. "I have come to accept the surrender of the Yamatai Star Empire."

The expression on Tio's face was one that could not be missed. The constraint of his jaw as it held tightly, as if to grip the very fabric of his soul and deny it's exit through his lips.

Tio was a man of few spoken words, they had seemed to lack a lot of substance for him. Yet, the need for them was unavoidable, instances like this called them, demanded them even.

He said supporting Ayana, "The Imperial family is deeply pained by the fact that it was a selected few who decided to pursue this act of violence against Nepleslia -- an act that did not reflect the desires, or intentions of the people of our nation as a whole, but a select few who decided to act upon failed judgment over logic." His eyes fell upon the visage of the Sky Marshall, he said sincerely, "I assure you, our offer to clean up this tragedy is a reflection, that the Motoyoshi Clan has no intentions of letting something of this nature to ever be conducted under our rule. I am deeply grieved that there is no restitution great enough to cover lives lost. However, maybe this summit shall serve that to ensure no more are lost."

Tio sighed, standing up from his chair he said to Melisson. "The only thing I am surrendering is interests and deeds that bring about the grief which started this war to begin with. I seek peaceful resolution, so if it is a surrender that I must make. It is one of the surrender and abandonment of the failed thinking which has run my nation into the ground and attempted to drag every peaceful nation touching it with it."

Tio then sat back down, picking up his datapad. "Yamatai's goals for this summit will to bring an end to its abrasive relationship with Nepleslia. To discuss a new direction to its intergalactic relations, internal and external policies under the leadership of the Motoyoshi Clan. Discuss a peaceful end to the war between ourselves and the SMX." He paused a moment, his tone softening slightly. "I also wish, if we can get through those central discussions, to discuss trade, tourism and economic ventures which can benefit all those seated at this table."

He said then, in finalization. "I also wanted to note, up front so that there is no confusion. I am here to represent the views of the Empress, my Clan and the Star Empire of Yamatai. I am not a Ketsurui, so I have no interest in holding the knife for them. Nor will I or the Empress make their entire family pay for the deeds of a select few or one. I cannot undo the deeds of a past administration, all I can do is bring change that will hopefully prevent such from repeating itself or evolving into something more than what it already has. I hope that the other nations can respect the fact that Yamatai wishes to move forwards, for the good of her people. Not sitting in the past, drowning in her mistakes."

Melisson sat back in her seat, not interested in debating her intent and the Prince's answer for the moment. "Then all our intentions and goals are clear. Do we have a particular agenda to follow given these guidelines?" She agreeably asked the Prince.

Calero sighed heavily, and stared down at the table, shaking his head. The Nepleslian Senator suddenly found himself wishing he hadn't ordered his IPG escort out of the room.

"You're offering us reparations for those that were lost in this attack. But what do you think will happen when the populace of the Democratic Imperium of Nepleslia is informed of the fact that the leader of their so-called allies not only murdered their families, but launched an attack on them to make our people go to war with a group we have had no conflict with?" Ioannes spoke slowly, with an angry calm in his voice.

"Our people will want blood for this. All of it. The simple reasoning that the Ketsurui aren't the bulk of Yamatai's populace, or that only one of the Ketsurui is truly responsible, will not mean a thing to the billions who now know their supposedly 'benevolent' neighbors murdered their loved ones for personal gain. The Ketsurui family has become one of, if not the most powerful family in the entirety of Yamatai. They're your entire industrial base. Their corporate empire makes more profits than any conceivable company by supplying your military. And it's all built on the graves of my people. Of my own mother." He avoided looking to Hanako as he spoke.

"And what of this SAINT attack on us? Am I correct to assume the perpetrators will be waived punishment, seeing as they were simply 'following orders'? What do you think our people will say? Laugh, throw their arms around the nearest Nekovalkyrja, forget about it? Of course they won't. Our populace is not always as rational or peaceful as we are. And we'll be the ones to deal with it when the riots start again."

Calero finished, his eyes hard. He then finished his can of Iced Tea and went back to his datapad.

"Remember the Mishhuvurthyar were at war with you, too," Hanako reminded Calero, "until Nepleslia seceded from the Empire due to fear of the Mishhuvurthyar threat. There was the Battle of Nepleslia, which started this war, and then later on, even after Nepleslia broke away, Funky City was invaded by Mishhu parasites, as documented by our Taisho Chen's brother. I also remind you that Ketsurui Fleet Yards does not sell starships to the Yamataian government. We donate them. The dead are dead, and nothing will bring them back. PNUgen has already been dismantled for creating the plague and the Mishhuvurthyar."

"Senator Hanako is correct. The Mishhuvurthyar once attacked Nepleslia and vicarously killed any Nepleslians serving in the Grand Star Army," Melisson pitched it right after Hanako spoke - apparently, there would be no order or agenda to follow. "At that point, we made little difference between one humanoid race or the other as long as they sported the same flag - all were opponents whom either actively or passively supported the abuse of the Mishhuvurthyar."

Melisson turned to Hanako. "Though this sort of evades the Nepleslian senator's questions. How will you answer them, I wonder?"

Ayana looked at her data pad before responding to Calero. "Of course people will want blood, justice, for what has happened. We already have a hostage situation in Tokyo in response to the revelation of the plague. We need to seek another venue for damages done aside from more death. But will the lives of those that attacked really be enough? It won't bring the ones lost back or mend the tear caused by such a cowardly and heavy handed gesture. Would your people like to see a trial of those that were attacked with a mixed jury of peers?"

Her ears perked hearing Melisson mention "abuse" in regards to the Mishhu. "Aside from throwing ourselves prostrate at the tender mercies of the Mishhuvurthyar- how can we rectify the past abuse? Aside from our lives what is it that your people want, really? Is it recognition, the desire to be left alone to live their lives without interference? I know that genetically they are our sisters but how can we help them?"

"It is far too late to give the Mishhuvurthyar what they really wished for in the first place," Melisson replied. "The only thing that the Mishhuvurthyar will accept from you now, the thing they need the most that you can indeed give them... is victory."

The interpreter gave Ayana a sober look. "I will not insult your intelligence and ask you to submit to the Mishhuvurthyar. I see a distinct difference between submission and surrender. Grant the objectives the Xhrafuklurp set out to accomplish in the first place and you effectively remove most of the impetus and drive behind the conflict they throw themselves into so readily."

"All which will be left once you do that... will be children afraid of losing their way of life, afraid of letting go of the eight years of hatred granted to them because it was all they have ever known," Melisson finished softly.

"What are the objectives of the Xhrafuklurp?" Ayana replied politely. She wasn't sure what victory for the SMX would entail exactly without their submission. There had been too many reports of what happens to captured prisoners aboard the Mishhu ships for her to think about it as objectively as she could.

"The Mishhuvurthyar have not suffered abuse, only the consequences of starting a war" Hanako said firmly. "The conflict with the Mishhuvurthyar began when the SMX suddenly and ruthlessly attacked Nepleslia, without provocation or warning or any attempt to contact Yamatai. Your kind started this, not mine," Hanako told Melisson, "And thus any damages the war has caused are all partly the fault of the Mishhuvurthyar. Yamatai did not cause this war. It was started by the poor judgment of escaped, corrupted android weapons."

Melisson was about to answer Ayana's argument when Hanako's shot in with her statement. She clamped her mouth shut and regarded the Ketsurui princess with what looked like incredulous disbelief.

"That has ever been your problem, Hanako," Melisson answered softly. "Your refusal to see beyond the curtain of delusions weaved by the Ketsurui family has ever baffled me. You know the truth - you were supposed to have known better with your involvement with Black Spiral - and yet you've decided to reinvent it."

"Even the second Hanako knows better," she added quietly, shaking her head.

"Provided Melisson is not lying, Princess Ketsurui, then it would seem that the 'corruption' of which you speak was caused by your own family. In fact, it would seem that a fair amount of problems in this galaxy stem from a singular source." Calero was glaring at Hanako now.

"As for the war between us and the Mishhuvurthyar, as you said, that stopped when we left Yamatai. They were at war with you, not us. Your casual dismissal of Nepleslian deaths by waving off the attack your family ordered against us quite frankly sickens me."

The Senator then looked to Ayana. "And what do you mean 'a trial for the attacked'? For what possible reason would we want to hold a trial for them? We should have a trial for your agents that murdered them if anything, although a firing line is far more appropriate."
