[Gun] Model 38 Special Duty Revolver

EDIT: After this was approved, I fixed a couple of minor things.
  1. On the ammunition page, it said the "Special Purpose Ammunition" could be loaded with PDR 1-5 offensive packages (ex: corrosive or incendiary chemicals). This is erroneous and got lost in a draft. Special packages can only be up to PDR3. Also added language suggesting that damage-dealing special ammo is not the norm—if the user wants to shoot, they should pick real ammo.
  2. I changed the length from 14.5 to 13.5 inches. After scaling the image to real size on my screen, 14.5 inches was way too long. Even my large hands wouldn't have been able to hold it, much less a Neko soldier. At 13.5 inches overall, the weapon's art scales much more realistically.

I would like to update this gun to DRv3 with the following:

Light PDR 3 = Medium Personnel (Tier 2)
Standard PDR 5 or ADR 1 = Light Anti-Armor (Tier 4)
Heavy ADR 3 with PDR 3 plasma exhaust discharge directly to user = Heavy Anti-Armor (Tier 6)
Special Purpose DR 0, payload depends on mission package = Airsoft Gun (Tier 0)

If this is cool, let me know. If not, we'll talk about it and I'll update or disagree and just leave it at DRv2.
 
The M38 has been discontinued as of late YE 40 due to OOC meddling with its function, just like its predecessor. Article updated.
 
Nothing ended up coming of it, I asked for the update to be removed and I'd like to ask that you do not discontinue this weapon.
 
Even if it has been discontinued, @raz, the SiZi Model 38 Special Duty Revolver still ICly exists in the setting - as it was produced for two years - and the current tiers of the Condensed Plasma Cartridges still make the weapon extremely overpowered when compared to every other man-portable pistol in the setting. With this in mind, please change the tiers of the aforementioned Condensed Plasma Cartridges to the following:

 
I'd like to voice the concerns here. This gun is broken by current standards. Letting the veterans do as they please without consequence sends an amazing message. I'm sure everyone is smart enough to realize what this message is and that I don't need to state it in a wall of tekst.

The extended middlefinger to the NTSE also sets a poor precedent to an already somewhat infamous site mechanic. How are people supposed to respect and fall in with a reviewer's wishes if there is an option on a flat out no?

Also, take note of the following picture taken from Discord and the fact that Raz' last RP post was nearly four months ago

I'm not a hundred percent sure, but wasn't there a ruling on something something that required you to post once a month? I can't find the rule exactly, nor do I obviously know it by heart. So I'm not sure it's even applicable here.

Though regardless, it's still something of note to know that someone who doesn't actively partake on the site still has this much say still. There shouldn't be any bullshit pertaining this obviously broken weapon, even more, there should be repercussions for the reluctance to at least balance out the weapon with compromises.

In short. It's just plain wrong to put limitations on everyone, yet let this just slide.

Except that wes made a thing about weapons needing to be downtiered, and its not like you're the only one who's getting nerfed, horizon has had 3 or 4 things brought down and s6 had about the same or more, its not like losing a little bit of power is going to ruin the weapon completely

Anti-personnel ammunition falls within the requested range and is Tier 2. The gun also has ammunition that allows it to function as a man-portable anti-vehicle weapon, which is permitted under DRv3 and is exactly what the system was designed to allow in the first place. An M38's Tier 6 function can only be used safely and effectively when properly shielded, and the only way to be properly shielded is for the user to have Tier 4 or greater armor themselves.

The M38 was designed specifically to abide by OOC rules as to provide elite operators various options in-character. It is still abiding by those rules.
 
Seeing as how @raz is refusing to make the requested changes, @Wes, may I go ahead and make the changes myself? It's because, well, the Model 38 Special Duty Revolver is far too powerful compared to other personal weapons in the setting - especially after they had their tiers altered due to what you said here.

It also hardly seems fair to individuals such as @club24, @Jack Pine, and @SirSkully - all of which who've had to reduce the tiers of their weapons - for raz to claim a special exemption for the Model 38, particularly since you personally said in the aforementioned post that the change "applies to all factions."

In what way is it overpowered? This is a limited production run specialty gun made by a small manufacturer. It was designed with someone like a Rikugun Centurion in mind: someone who needs a sidearm that they can use unarmored while overseeing fortification building and carry when fully suited up in their PA the next day. Tiers 2 and 3 are permitted for personnel-portable weapons according to DRv3 rules.

The Tier 6 functionality is only usable when a character is armored because any unshielded humanoid would immediately lose their arm and half of their torso if they fired it. So the M38 is effectively a PA-only pistol (if you can make a PA-only rifle you can make a PA-only pistol) when armed with the heavy ammunition. The part you think is overpowered cannot be used in the situations you're claiming it would be overpowered in.
