This is not a proposal; this is an Imperial Decree and shall be considered valid until further notice.


The authority previously granted to the Senate to determine military doctrine, law, policy or operational execution has been removed. Until further notice the Senate will focus on civilian matters.

All Military matters will be under the discretion of Taisho Yui, and her subordinate Taishos.

The inability of this government body to act and react to this war has been disappointing and unacceptable. The Imperial family promises to begin immediate steps to regulate the senate and realign them with the goals and desires of the Empire.

Roxanne read the order and laughed. As if the Senate had true power to begin with. As if the military did not do what it wished, regardless.

If this was how the imperial family showed its teeth, the senator reasoned, the Senate had little to fear. After all, they had survived under Yui and Uesu — this Katsuko woman was an admiral in search of a war; the Ketsurui wasted no time searching, and simply made war. Motoyoshi thought she would get one from the Senate? How juvenile. How amateur.

Roxanne leaned back in her chair, sipping at the whiskey Ayana had given her. "Helluva a job, being Senator. Hell of a job."
 
James stood up and cleared his throat. "Since the coalition government of Ohara has nothing of interest to contribute to the discussion regarding civilian affairs in Yamatai proper, my superiors have ordered me to return to Ohara for re-assignment. Ohara hereby formally withdraws its Senator."

"Before I go though, I have been ordered to issue this statement: The governments of Ohara, Gashmere, and Essia were promised non-interference with our internal affairs as a condition of our joining the Empire. Our continued support of Yamatai is conditioned upon this promise being kept... That was it. Don't call us. We'll call you."

James jumped off his stool and walked out of the Senate Chamber, all the while muttering something in his native tongue.
 
When the Lorath senator read the decree, she simply shrugged as she tossed the data pad aside. "Every Lorath in the Matriarchy already knows of the Yamataian Military's methods; politics be damned, and let the shock cannons do the talking, apparently."
 
Maysaki sighed a little and shurgged. "I did suggest this prior... We're the government. Not the military, none of us are generals or anything. To my knowledge, at least, but I don't give a damn about your pasts so I never looked into it."

She paused a moment, "Although, I do believe that, even though this ISN'T a democracy or such, we would appreciate it if any of these Military matters affected civilians as a whole, like non-emergency evacuations or drafts just for random examples, that it would be submitted to us as a senate proposal.

Of course, I'm not everyone. But I'm sure Roxxy would enjoy to get off via power whenever possible." Maysaki grinned a little, teasingly.
 
Roxanne ignored Maysaki.

"We still represent the citizenry. If the military takes that power from us, then we are no longer any kind of democracy, republic or whatever. We will be under absolute military rule. And then our citizens are truly doomed."
 
The image of the Empress formed before them, her words direct and spoken without pause.

"You do represent the citizens, and it is their needs that you have been neglecting. It is the lives of the non-soldier that I wish for you to focus upon." Katsuko said, a volumetric list of directives forming above the central table.

"For years you have been given the discretion to help provide direction for the military. I cannot see how you can possibly provide that, considering none of you have the experience required to make calls for the soldiers." she frowned, "Obviously in those years we have not made the progress militarily that we should have, the proof is in our current standing in the war. The deed of the soldier, and the direction of our offensive and defensive operations are to be regulated by Taisho Yui and her subordinates."

The image of Katsuko neared Roxanne, "There is no danger of me removing your power from the citizens, and on that note I will announce shortly some proposals for you to begin ratifying."

Turning away. her image flickering slightly she said lowly;, "The decree removing your say from the military may end up being temporary, we will see however if Taisho Yui can change the direction of this war first, without having political interference stall her operational orders."

"I suggest Gashmere, Essia and Ohara immediately return their Senator, or face the consequences of not having a say in the civilian matters" She wondered to herself why they would pull their Senator with a loss of say in military matters, wondering what their intentions were to begin with.
 
Senator Hanako added, "It should also be considered that allowing military senators such as myself to be able to submit military-related legislation could result in a conflict of interest, where a soldier would effectively be giving orders to her commander. The new decree eliminates such possibilities. I do not, however, agree that I lack military experience."
 
Maysaki nodded a little and mummered a "Hai Hai." Which, for those who wouldn't know one of the more simpler Japanese words, comes out to be 'Yeah, yeah.'

"There isn't much to talk about here... So-oooo Imma... Go... Sleep, yeah. I'll be about my office."

She shot a quick glance over to Hanako, who she DID look up on a little. Only because the senator annoyed her a little. Psh... We probably have more military ability than you... She kept her tongue, of course, and gave a cheerful smile and a wave before wandering off.
 
Roxanne scratched her head at the image of the Empress. "You did hear the good Senator from Ohara, correct? He doesn't need a say in civilian matters; his planet's government is autonomous. He was only here for the military stuff, to ensure his system was protected. Sounds like something a good civilian representative would do."

She took back to her chair and stretched. "We will address your list when it is ready, Motoyoshi-sama. Thanks for providing us one. Keeps us busy."
 
The Essian Senator, rose up on his coils and looked at all of them. "We aren't here for military reasons, our concerns are primarily civilian." The snake man said, his scales scintillating in the lights of the senate hall. "We have no problem with this, so far the empire, in our eyes, has been nothing but gracious." He pointd out and sasnk back down, his secondary tongue flicking out though his thin lips.
