Kind of a half baked, stupid idea for an independent plot, but what if there was a nomadic group of explorers bent on discovering new sentient species. They would likely be opposed by a lot of anti first contact groups and wouldn't stay in one place for long, but it could be interesting to find new planets and peoples undiscovered by other groups. They'd probably end up in a lot of conflicts with the races they met due to being accused of magic of witchcraft, but the few who listened could become introduced to the universe of space travel and begin on their own way into space. I doubt that I could pull off an RP like that, but it would be cool to experience nonetheless.
 
I understand those rules, and if I were to create this group they would follow them, but I have a question in general of that page. It says "The presence of ships is also required to be announced to the government of such a world or people prior to entry into the indigenous zone. If FTL communication has not yet been achieved, contact is required before entering the outermost planet’s orbit, or 5 AU of the outermost inhabited world, whichever comes first.". So what if the race doesn't have any form of wireless communication? Lets say a race was in the equivalent of the renaissance, how would contact and communication be made?
