Wes was FM of Elysia at the time it was approved (by Wes).

Frost and Meta only showed interest in Elysia after I started using Elysians as NPCs.

The 188604 system mentions the aforementioned Elysian scouts in 2016.

Yes - but Aendri (who was still active at the time) never posted his approval of them in the Planet 188604 submission thread.

It doesn't matter. The 180604 planet submission was approved Mar 13, 2016 , and included that Elysian history and more than 3 months passed (the period in which a submission could have been pulled for not using the checklist). No Elysian FM raised any objections at the time and I'm not going to go back on something that happened more than two years ago.
