Implemented Archived Character Profiles

This idea is based on the large number of unmaintained old or abandoned characters we've built up over the years. I was thinking that, to reduce upkeep work and wiki clutter, we could establish a private namespace for archival of unwanted, permanently retired, or abandoned player characters and put them in it, particularly non-adoptable ones.

This suggestion has now been IMPLEMENTED but with some notes:

1. It will take significant time to sort characters.
2. We could use some criteria about what characters go in there. I'm thinking characters of deleted factions and non-adoptable abandoned characters of people who left.

The start page has some criteria. The archive has NOT been made private yet, but will later so that you guys will have less clutter.
