Iori-class Star Fortress:
Leave as is and concentrate on smaller, more widespread Scorpio-class Star Fortresses in light of the current war against the Mishhuvurthyar. Leave innovations to the Scorpio-class Star Fortress and apply pertinent overhaul to the Iori-class stations at a later time when significant upgrades have been made.

Chiharu-class flagship:
Was recently refited. No need for immediate improvements.

Yuumi-class battleship:
Aging design should be decommissioned. The Irim-class heavy gunship performs even better even now. Surviving vessels should be put on second-line defensive position until depleted or recycled.

Kyoto-class Troop Carrier:
Ground combat is seldom done these days. Refurbishing of those vessels as starfighter carriers or cargo transports might be better in light of present needs.

Byakko:
Introduction non recommended. In these critical times, dependency on Pheonix Arms, which is currently bestowing favors toward Nepleslia's expansionist drive, seems unwise.

Ayame-class Command Carrier:
The Ayame is something of an ineffective warship considering its size. It serves as a command base behind enemy lines fairly well at the present and can serve as troop transport instead of the Kyoto class-carriers. Refit suggested to be postponed.

Joint Forces Cruiser:
Abandon Approved.

Irim-class Heavy Gunship:
The Irim current set of weapons could be streamlined. As the heavy gunship dwarfs many others, I recommend actually reclassifying it as a cruiser/carrier type and letting it support combat roles previously held by the Yuumi-class battleship.

Arashi-class Attack Escort:
Resource intensive non-independant vessel does not support our multi-tasking vessel needs appropriately. The resources needed to build an Arashi-class are not equal to our actual gain on the battlefield. The design should perhaps be abandonned in favor of more potent, easier to build warships. Surviving vessels should be put on second-line defensive position until depleted or recycled.

Wakizashi 4:
Abandon approved.

Kaiya:
Abandon approved.

Nozomi-class Scoutship:
Replacement of Yui 5 recommended. Due to the nature of the superheavy cannon, replacement for a pulse-only weapon is also recommended. As the Nozomi-class is a scout vessel, a more dependable fast-firing weapon over a wide-area politically hazardous anti=fleet cannon which seldom can see use might be better.

Yui 5-class Scout Destroyer:
Remain in service as second-line garisson vessels recommended.

Yui 4-class Scout Destroyer:
Conversion as civilian vessels to fill the demand for the depleted stock of Yushi-class destroyers recommended.

Ketsueki-class Assault Corvette:
Refit involving replacement of the ammunition-dependant torpedo system to positron-based weapon recommended for existing vessel. Continued production is not recommended, however.

Minion 3:
Abandon recommended. Resources used for Qel'noran designs could be better spent on KFY designs.

Champion:
Abandon approved.

Uriko-class Torpedo Bomber:
Seeing our current numerical disadvantage and the need to make our carrier ships more useful for space combat, the Uriko bomber remains a solid option for us. Each carry a one-shot torpedo which may destroy a Mishhuvurthyar destroyer if it can connect. Use of the Bomber seems very cost effective.

Lamia M1 / M1-2:
Use until exhausted. Replace lost models with the more recent Sylph II mecha.

Mindy M2-1d:
Use until exhausted in second-line positions.

Mindy M2-1e:
Upgrade to 1f variant.

Kylie M3:
Replace KFY vessel armor complement with Mindy M2-1f instead. Keep Kylie M3 on individual case-by-case basis reflecting the species restriction order. Remaining Kylies should be used for second-line garisson duty.

Phalanx M1:
Replace with Daisy M6 power armor.

Kitty / Lion / Fox shuttles:
T2 and T3 models seldom are in combat situations and do not need immediate refits. They should remain in use in less contested areas. The T4 Fox has consistantly done well for itself and does not need improvements at this time, unless more weight is to be given on starfighter combat (for which some other crafts are better suited for anyways).

Destiny:
This is no time to colonize. Talking about replacements should come after the war.

Mersina:
The Mersina-class does not seem oriented toward having nekovalkyrja serving in it, but it could do decently well for humans. If Novacorp can lend its shipbuilding efforts for the safety of the Empire, more second-line ships would be welcome, leaving more powerful KFY models to be able to fight at the frontline. Personnel sent away due to the species restriction program could also be allowed to serve on second-line vessels.

Focus should be made on smaller, easier designs to build which could consistantly be able to match or improve on the performance of older models. As power armor combat in large space battles seem to be of doubtful use, the concept should perhaps be re-examined for anything concerning anti-ship purposes.

KFY models have lately been bent on being multi-purpose crafts. This tendency should be reinforced: we have limited production capabilities - every ship made needs to be able to count in as many ways as possible.
 
Based on this discussion so far, I plan on retiring the JFC, Yuumi, Byakko, Arashi, Wakizashi 4, Kaiya, Minion 3, Champion, Phalanx, and Destiny classes by YE 30.
 
The 4d variant is very specifically inclined. It is not worth producing en masses as to the new species restriction. Any effort mass-refitting the Kylies could be better spent producing the M2-2, the M4-2 or the M6.

There has been a significant decrease in power armored combat with normal-sized members of the Star Army of Yamatai. Power Armored combat seems to be made much more when boarding or planetside - tasks for which the Daisy is especially well suited for.

Due to the success of the Daisy suit and the similarities the Kylie has with the Mindy power armor in term of function - it would seem wiser to do away with any sentimental favoritism and completely relegate the M3 to second-line functions in favor of the Mindy II and the Daisy.
