Implemented Improve the New Players Guide

This suggestion is to improve the New Players guide by:

• Simplifying it
• Adding basic setting information (tech)
• Adding recent events (based on feedback)
• Adding basic faction info
• Giving players a checklist of what they need to do to join
• Telling them how to get into RPs and talking about Open RPs more
