A small DR update to bring the LASR to where it should be. Currently it's listed as tier 5 after an auto-conversion, however after the DR updates done by Hyralt it seemed appropriate to correct this to it's rating as listed on the DRv3 examples section.

The update is to lower the damage from Medium Anti-Armor to Heavy Anti-Personnel.
