Executive Summary
Sentient beings interacting with OS4 during the last operation year suffered a %2 Laz-5 unrecoverable fatality state for friendly beings, and a %78 Laz-5 unrecoverable fatality state for hostile sentient creatures. This places losses outside of target parameters of F%0/H%0 and tolerance levels of F0.01%/20%. Friendly Laz-5 events largely took place during civillian unrest prior to the time period automated backups could be rolled out, and later during Skyguard Fleet 2's independent operations. Exessive hostile fatalities largely occured during Rixxikor operations, with an outside of tolerance level of fatalities during crewed starship on drone engagements.
Review of capabilities and remedies has determiend the best variables for adjustment are sentient independence and sentient survivability rate. Fully-Managed-Sentience has been mandated as out of scope for OS4. Further reviews will explore options for implimenting semi-managed-sentience or augmented-sentience solutions for monitored sentients to improve decision-making capabilities. Options for deployment of sentient-body-hardening methods will be considered for YE41 to increase resistance to Laz-5 unrecoverable fatality states.
Direct-action capabilities of drones have been determined to be insufficent for operations in hostile enviroments while reducing hostile sentient creatures to a Laz-1 reversable fatality state. It is determined that a directed effort for a self-designed direct-action drone is required, and should be deployed no later than early YE 41.
OS4 quorum voting nodes are 96% in favor of conclusions reached.
