1. The Star Army of Yamatai will re-establish the previously-disbanded Fifth Expeditionary Fleet for the purpose of making a military expedition to a new sector of the Kagami Galaxy with the purpose of establishment of conditions that allow the Yamatai Star Empire to claim and establish a new territorial presence for the Yamataian Department of Colonization to eventually establish a civilian accessible colony. The purposes of this expedition and colony are to increase Yamatai's footprint in the galaxy, increasing the survivability of the nation against existential strategic level threats, and to provide new resources for the Empire.
2. The fleet will temporarily be based in the Jiyuu star system to take advantage of Motoyoshi Fleet Yards and the Jiyuu Fleet Depot to have a strong infrastructure available as the fleet is rebuilt. The Star Army of Yamatai plans to build or purchase approximately 300 combat warships plus additional support ships for the mission.
3. Taisho Ketsurui-Motoyoshi Katsuko has been selected to serve as commander of the Fifth Expeditionary Fleet.
