Abandoned Submission [NDC] Biohazard Rapid Response Force

Okay, the later half of the note about unmeritorious deeds probably belongs on a different page about the regulations for the NDC army. Other than that, really what's missing is the actual 'oranization' from this. Who do these teams report to? Who dispatches them? Do they deploy in tandem with military units or solo? Where are these troops housed? Stuff like that is missing, pretty much I can't tell if this is its own organization, a division, or just a training program.
 
We're going to withdraw this until changes can be made. Not sure when that will be just yet.

On hold, I think? Jack still wants it, but I don't know when he'll make the changes. I just know that if a thread is older than thirty days it's supposed to be deleted or moved.

If there's a better way to handle this scenario, let me know. :D
