Wes is looking to move PANTHEON to a military and government only network. So Yamatai needed a new Civilian one to provide the comparable capability.

There are two unapproved sub-articles, but there is no new technology in any of them.

• SYNC Systems a new division in Emrys Industries to run the network.
• Nejiro Tower, the TC Corporate Headquarters building, and the location for the headquarters of SYNC Systems.

Yamatai, being Yamatai, would want to develop its own public network. Though that this one isn't designed by Kessaku Electronics is interesting.

I guess Wes wanted to diversify and let someone else besides Kessaku Electronics run the civilian network.

And yes, Wes wanted Yamatai to have its own public network within the Empire.
