Securing Patents for old out of production weapons and equipment

What are the rules on securing patents on out production weapons/equipment to restart production? Cause I was a bit curious on how one would go about that when I was reading through the personal weapons and came across the old GP-16 plasma pistol and saw it was no longer in production but could purchased used.

The plans could probably be purchased from Ketsurui Zaibatsu (WickedArms Industries was a Ketsurui company). I don't think patents are a major concern for this weapon.
