The Leader of the War Council is a member of the Senate and (as his title suggests) the leader of the War Council, the body within the Senate composed of tacticians and proved soldiers which decide Elysia's military policy. As the leader and the possessor of the deciding vote the Leader of the War Council - whose opinion is always held in high regard within the Senate - is effectively the head of the Armed Forces, or as close as it is possible to get within the senate dominated political system of the Elysian Celestial Empire.
