The Poku-Rya'ta, which roughly translates to 'speaker of the spirit', is appointed by and subordinate to the Vonai-Rya'ka (Emissary). Each Ambassador represents the interests of the Poku Saeruo Degonjo to a specific faction, and they are authorized to conduct diplomatic business with that faction. An Ambassador is also responsible for the Kavoráy Rouka (Embassy) built to treat with that foreign faction.

Following the conclusion of the Norka (The Exodus), the Clan had no formal diplomatic relations with foreign powers for over seven centuries. The position returned to use in 754 CY (YE 35) when Emissary Kohaku Syali appointed the first Ambassador to the Yamatai Star Empire. This Ambassador was Tesgi Toioky.
