The Vonai-Rya'ka (Spirit of the People), or Emissary, is a Kâbo'kai (Occupation) in the Poku Saeruo Degonjo. The Emissary meets diplomatically with other nations and negotiates agreements, including alliances.

The Hidden Sun Clan had not appointed anyone to the position since the time of the Norka (The Exodus). In 752 CY (YE 33), following on the heels of the Year of Changes in YE 32, Mui (Clan Leader) Tarbah Leyto appointed Kohaku Syali to the position. The Emissary was granted a newly-designed PDS Gulvi-ka Mui (Sword of the Mui) to use for her mission.

The Emissary has the authority to appoint an Poku-Rya'ta (Ambassador) for each faction the clan has an alliance with. The Emissary often travels with an ambassador who serves as their assistant.
