The previous night's diplomatic kickoff at Reikan Park had gone well into the evening with Yamatai's head-of-government, the Imperial Premier Ketsurui-Shinjuku Hanako, successfully leading a few initial discussions to agreement. That first meeting had borne early fruits for the Kikyo Sector's gathered nations, whose representatives soon found common ground under the Star Empire's leadership. But warm introductions and kindly twilight negotiations could only carry the International Relations Conference of YE 46 for a short time. So the conclave of emissaries from across the galaxy broke just before midnight, briefly going their separate ways—some even continuing off-the-books discourse well into the morning—before congregating again the next day.

Warm sunlight and clear springtime skies replaced the subtly greenish glow that Yamatai's twin moons had cast down over Reikan Park last night. Though Yamatai's yearly Hanami Festival was best appreciated on Riverfront District streets and in the parks of Kyoto itself, a handful of Sakura trees planted near paths around the main conference hall released their pink-petaled blooms for the diplomats as they made their morning arrivals. There was still some bustle on Reikan Park's grounds, but it was distinctly subdued compared to the first evening's soiree. From today forward was dedicated more to business than pleasantries, and so only emissaries and envoys had any reason to be there.

Little had changed at the negotiating table this morning. The same leaders and functionaries were now assembled at the big, round desk in the same places they'd taken the night before, seeming to flank Premier Hanako's position despite there being no truly central seat. Although there were several topics on the agenda to be introduced by the Yamatai Star Empire, discussion today had yet to begin and so it was any diplomat's chance.
 
OOC Notes
The YE 46 International Relations Conference continues! This RP is open to approved characters attending the IRC as a diplomat representing an attending faction. Reikan Park is located in a safe zone where violence is not permitted in RP.
As the second day of the International Relations Conference unfolded, Nira, the Norian Jol'Aestaesys, approached the negotiation table with a blend of anticipation and apprehension etched upon his elven-appearing features. Tall and commanding, his presence exuded an air of authority softened by a subtle elegance.

Clad in his customary U.N.N-style uniform, the black panels of his attire accentuated his imposing stature, a stark contrast to the uncertainty that churned within him. Having been forced to excuse himself from most of the social events of the first day, Nira bore the weight of his absence during a tumultuous period for their people. The failed coup orchestrated by Ujin had left a lingering sense of unease and uncertainty, compounded by the hospitalization of his nephew, Tetsuya, who remained in a comatose state.

Despite the lingering unrest at home, the Jol'Aestaesys understood the importance of the conference in shaping the future of their nation. However, he harbored reservations about presenting their proposals too early. Instead, he chose to bide his time, opting to follow the lead of other delegates from various nations as they addressed their own pressing matters.

As he settled into his seat at the negotiation table, Nira's gaze swept over the assembled delegates, noting the tension that hung in the air. Though nerves fluttered within him, he remained resolute in his decision to wait, believing that patience and strategy would serve their cause best in the intricate dance of diplomacy that lay ahead. With the fate of the United Norian Imperium hanging in the balance, Nira knew that timing was crucial, and he was determined to seize the opportunity when the moment was right. He had yet to figure out how to broach the topic without bringing the trans-universal origin of his people to light, with information always came more questions. Perhaps he would end up having to seek communication with the YSE's Premier in a more private setting before he went further anyway.
 
Sun Horatio and Senator Yokota sat behind the Yamataian portion of the negotiation table since Yokota Tamafune was merely a junior senator and Mr. Sun was the CEO of a corporation that represented a group of people not officially recognized as any beyond residents and citizens. Yokota saw this as an excellent opportunity to finally launch her "Peace with Greens" initiative to something more concrete then the status quo of ignoring the Reds within Yamataian space.

"Primer Ketsurui-Shinjuku, if it does not interfere with your agenda today, I wish to use some time to initiate peace dialogue between the Greens and the Reds. While neither is really in the position to do anything with each other at the moment, the Reds on Fujiko seem quite eager to make themselves known again by actively moving about outside of Yamataian space. I would like to diffuse any potential problems if their craft encounter each other before that occurs. Even an agreement to not automatically fire at each other would be a start." Yokota said in an encrypted message over to Hanako.
 
"Shurista has a few points to request, as well. Minor things, at convenience." Shretas sipped a glass of a weakly glowing drink with a strong smell. "I highly doubt anything we can say or do will have significant impact at this time. Unless the Duskerians decide to expand again or the Turassieli in Nepleslia decide to restore their warships as we have begun doing. So all we request is that Senti in your armies be offered a voluntary training rotation on Shurista to train our Civil Service on warship operations and combat to better serve their new role as a... I think it would be qualified as a plaetary defense fleet?"
 
Hanako nodded to Yokota, and securely replied, "I have no objections. I think there is room in the sector and the Kagami Galaxy for the whole rainbow of Nepleslians and I welcome and encourage peaceful relations between them all. In this time of exploration, expansion, and war against the Mishhuvurthyar, we have more reason than ever to set aside old grievances and stand united in defense of the Kikyo Sector. Put simply, we can't afford to waste our efforts and resources on regional conflicts, especially when there's a much larger big picture. By all means, expand with grace and bring the Yamataian flag to new places. The reds are an important part of Yamatai now and in the future. Such colonization efforts will enjoy the Empire's support."

To Shretas, Hanako sought clarification. "To which armies do you refer? The Star Army? You'd like us to train a Senti fleet for combat?" she asked, intrigued and curious.
 

Outside the Conference Room​


Uaeso Eitan sat alone in the lobby adjacent to the main conference room, his U.N.N Narsho insulated cup filled with Leilan Tea clasped in his hand. Despite the day being well underway, he opted not to attract undue attention by bringing along a contingent of security officers. Instead, he ventured to Reikan Park solo. Adorned in his Formal Dress Uniform embellished with both the insignias of his imperial title, Sol'Voli (Crowned Prince), and his military rank, Tal'Kryso (Fleet Admiral), he donned his peaked U.N.N cap featuring the emblem of the United Norian Navy.

Rather than risk causing a disturbance or disrupting the ongoing proceedings, he patiently savored his tea. His directive: to apprehend Nira and escort him back home to face his parents, with the hopeful outcome of reuniting him with Lithia. Eitan harbored the wish that Nira would cooperate willingly, thus negating the necessity for restraints or any other measures. They were on foreign soil, last thing they needed was an incident. He spoke to Nira through vesper, //"Uncle, my father is awake and you are no longer Jol'Aestaesys. Outside of arranging a future conference with the YSE you are to delay your intended presentations. I will wait for you outside, before you decide to do something rash - Lithia is waiting for you. I would like to get home to see my mother who has been restored."// The blue-haired handsome Norian gave a gentle nod to the passing members of the Star Army and the Staff of the conference center.

Conference Room​


Nira sat attentively amidst the exchanges and proposals put forth by the other delegates on the second day of the conference. His initial reaction was nearly visible when his nephew spoke for the first time, though the emotion quickly subsided upon hearing the name Lithia. His mind raced with questions. What had transpired? How had Lithia and Sinith been restored? He had dedicated months to tracking their restoration journey since his arrival in Tsenlan, only to return to the now UNI in search of IDE backups without any results. //"Understood"// he replied shortly through the vesper.

After careful consideration, he drew a deep breath before turning his attention to Hanako. "Honorable Imperial Premier," he addressed her, "the United Norian Imperium wishes to utilize this opportunity to extend an invitation for a summit to discuss our space exploration and colonization plans alongside yours. It appears that my nephew, Jol'Aestaesys Tetsuya Eitan, or Airwin as you know him, has emerged from his comatose state following a unfortunate incident. He desires to engage in discussions on relations in person but regrettably couldn't attend these proceedings." With a respectful nod upon concluding his statement, the teal-haired Norian elder awaited Hanako's response.

"All of them, Premier. Yamataian doctrine may not prove to be ours, so to build our own, we would borrow the Senti of all armies for their native cultural lense on other doctrines. We mean no disrespect, of course, but there are points where your culture and mine disagree. It is well known, communicated, and accommodated on both our parts, but without the frame of reference to see how another may make slightly better sense on a subject, I would fear to have gaps in our capability that would be a direct threat to our self reliance. This would, in turn, defeat the purpose of restoring a battle fleet for system defense and to lighten the burdens of the war." Shretas gave a soft nod. "And if one of your fleets would be willing to hold a few friendly wargames with us to train both our forces, I am sure that would be greatly appreciated. We communicate well with the Seventh, and I have not personally dealt with the First. Modernizing ancient warships is a bit of an ordeal. But the first, to be rechristened the Gyntyc, is coming close enough we are beginning crew selections from the Civil Service. We have not yet found her a Vadasirinidias... I think you call them Captains. Anyway. We would seek to borrow the Senti of Yamatai and her allies' armies to train such a crew, who would then train our fleet. Only those who would volunteer, of course."
 
Horatio raised an eyebrow to the Senti's proposal and requests. But what he was really interested in now was Hanako's response to the requests. From the reports he was receiving from their advanced guard on Osman, they were in need of more directed transfers of knowledge and experience they were not getting from the SAoY vets they were hiring as instructors. Typically individuals that only did their first term and practically no experience, thinking of them and Osman in general made him slightly visibly annoyed. The microexpression vanished quickly when Nira spoke.

"Looks like you missed your opportunity there." he said, nudging Yokota in the side with his elbow.
 
Conference Room

To Nira, Imperial Premier Hanako responded, "I think that is a wonderful idea. I would be delighted to attend your summit. It is my desire for the United Norian Imperium to remain close and reliable allies forever and to support each other in a dangerous universe. It's clear that colonization is a necessity to secure our future and to ensure that our cultures expand through the universe, and working together we can plan where to focus our efforts to ensure they are coodinated and successful. Essentially, it's better if we're not alone. I'm so glad Airwin is doing better and I hope that I can see him again when he's ready for it."

To Shretas, Hanako said, "I will bring the possibility up to Yui. Essentially, the Star Army is interested in training dependable allies who share goals with the Star Army. In particular, we are interested in multiplying force in the fight against the Mishhuvurthyar. The NMX has metastasized out of the Kikyo Sector into the larger Kagami Galaxy and arming its enemies literally or figuratively with training seems to be in our interest. At the same time, there are levels...the highest efforts will go to parts of Yamatai first like Shurista, and then Suzerains, and then nations we have defense treaties..."
 
"No, you don't know what the meaning of strategic patience is Horatio." Yokota silently responded back to him wirelessly. Since the Reds' start adopting Advancer Enterprise's Digital Mind implant, talking to them in a civilized manner has gotten a lot easier.

"I would like to piggyback on Premier's comment regarding colonization and pushing out into the greater Kagami Galaxy. Those of Fujiko wish to contribute to this cause, though there are two main points I feel need resolved or at the very least work started towards getting resolved. The first and chief among them is the majority of those from Fujiko are Nepleslian Reds." she said before she looked over towards the Greens.

"What is the Democratic Imperium's stance and policy regarding the Reds when encountered outside of Yamataian space?"
 
Alice Sursilvan, leaned back in her seat as she listened to the conversation around her. The grand hall buzzed with animated discussions, delegates from various star systems and factions mingling in a symphony of voices. Banners representing different factions and their emblems adorned the walls, and the air was filled with an electric sense of anticipation and hope.

As the second day of the conference commenced, Alice allowed herself a moment of quiet reflection. The first day had been intense, filled with formalities, introductions, and the laying down of agendas. Now, the real work was beginning, and Alice felt a swell of optimism. The conference had brought together representatives from the Red and Green factions of Nepleslia. The prospect of brokering peace between these two factions was a daunting yet exhilarating challenge.

Alice's role as the Mining Guild's ambassador placed her in a unique position. The Guild had vested interests in the stability of Nepleslia, given the rich mineral resources in the region and the potential for lucrative mining contracts. Peace between the factions would mean not only an end to bloodshed but also the beginning of a new era of economic prosperity and cooperation.

One of the key figures at the conference was Yamatai's Imperial Premier, Hanako. Known for her diplomatic acumen and her unwavering commitment to peace, Premier Hanako's agreement to mediate the talks had been a game-changer. Her presence lent the proceedings a gravity and legitimacy that few others could provide. Alice had observed Hanako closely during the initial sessions, admiring her calm demeanor and strategic brilliance.

Alice's thoughts drifted to the potential outcomes of this conference. The implications for the Mining Guild were immense, but beyond the economic gains, Alice felt a deep personal satisfaction at the thought of contributing to a historic peace process.

As the conversation around her continued, Alice leaned forward, ready to contribute her voice to the discussion. The path to peace was fraught with challenges, but with leaders like Premier Hanako guiding the way and the collective will of the delegates, there was a real chance for a brighter future. Alice was determined to do everything in her power to ensure that this opportunity was not lost.

Alice glanced to Shretas, the Senti representative of Shurista, as he made his request. He sought an opportunity for the Senti members of Yamatai's Star Army to train the rest from Shurista's flotilla and to establish a defense force. Alice leaned forward slightly, catching Shretas' eye, and began to respond. "Shretas of Shurista, as you know, there are many Senti in the Mining Guild, and indeed, in our security forces. Your request resonates deeply with us. The Senti have always shown exceptional skill and dedication, and their contribution to our operations has been invaluable."

She paused for a moment, allowing her words to sink in before continuing. "Once this meeting is concluded, I can send a message to my leader, CEO Astrid Kurosaki. I am confident that she will be amenable to your proposal. We can certainly reach out to those Senti within the Mining Guild who hold relevant positions and seek volunteers as you have requested."

She pressed on, wanting to assure him of her commitment. "Furthermore, this initiative could pave the way for greater collaboration between our groups. A well-trained defense force will not only ensure the security of Shurista but also strengthen the bonds of trust and cooperation between our peoples. I believe this is a step in the right direction for all of us."

Alice turned her attention to Hanako, the Imperial Premier, as a reminder appeared through her HUD. She composed herself and addressed the esteemed leader with respect.

"Imperial Premier, Hanako-sama," Alice began, her tone reflecting the gravity of the request. "In a similar fashion to Shretas' request, the Mining Guild would like to propose a collaboration with Yamatai. Specifically, we seek the possibility of having our Engineering Corps trained in the development and utilization of Aether as an energy source."

She paused briefly, ensuring that her words were clear and deliberate. "Our intention is to harness Aether solely for peaceful applications. We envision using it to power our ships, other mobile vehicles, and various industrial operations. This advanced energy source could revolutionize our capabilities and enhance our efficiency."

Alice leaned forward slightly, emphasizing her next point. "I want to stress that our request is strictly for the development of Aether as an energy source, not as a weapon. The Mining Guild is committed to peaceful endeavors, and we see this as an opportunity to advance our technology in a way that benefits all parties involved."

She met Hanako's gaze, conveying sincerity and determination. "We believe that this collaboration could lead to significant advancements in energy technology and foster stronger ties between Yamatai and the Mining Guild. Your support in facilitating this training would be immensely valuable, and we are prepared to discuss any terms or conditions you deem necessary to ensure the security and integrity of this knowledge."

Alice settled back into her seat, awaiting Hanako's response. The proposal was ambitious, but Alice knew that with the right assurances and safeguards, it could be a pivotal moment for the Mining Guild and its future endeavors.
