The YE 43 Fleet Expansion Program was a program that the New Dusk Conclave C.A.F.F. implemented in YE 43. It entailed a renewed focus on starship production to reinforce the NDC's fleets and on updating and refitting older designs and augmenting the fleets with new starship designs.

In YE 43, following Battle Of Glimmergold in which the New Dusk Conclave lost 70% of its committed forces, the admirality of the Conclave Aerospace and Fleet Forces and the Council of Six introduced the Fleet Expansion Program to reinforce the nation's depleted starfleets.

The Fleet Expansion Program has 4 official objectives. 1: Reinforce depleted fleets. 2: Expand Conclave fleet strength. 3: Refit all vessels to modern standards. 4: Introduce new starship classes to strengthen the fleet.

To reinforce and expand the depleted NDC fleets, the Fleet Expansion Program called for a step-up of national shipyards from 10 to 30 over the next year, and a doubling of Conclave Ship Works shipyards. It also called for doubling the strength of all garrison and patrol fleets.

To refit all vessels, the program calls for all fleets to rotate their starships through drydock for an extensive refit program to update propulsion, FTL, small craft compliments and weaponry to current NDC standards.

Finally, to introduce new ship classes, the program calls for at least 50% of the starships being added to existing garrison fleets and 75% of starships being added to patrol fleets to be of new classes, including but not limited to the Erebus Class Missile Frigate and Spectre-class Stealth Cruiser classes.
