A Commissar is someone who manages a large amount soldiers on large ships to take the pressure off of the Senior Chiefs below him. There are usually quite a few Commissars on one Shaika, and about one on every single ship in the Nepleslian Fleets. Commissars are responsible for tactical movement and logistical placement of troops. Unless a Commandant is in command, a Commissar answers to the Captain (NSN) of a ship only. A character with this rank is paid 1700 DA a week.
