Proposal#120 was presented to the Senate of Yamatai in YE 45 by Senator Tetsuya Eitan (Airwin Caeyara) in representation of Tsenlan and the Akina System. It proposes the formation of an Emergency Management Agency as a department in the Yamatai Star Empire and provides guidelines on what they will oversee.

1. The formation of a Yamatai Emergency Management Agency(YEMA).
2. The formation of a Senate Emergency Oversight Committee to make Senators actively involved in the Emergency Management plan for their planet.
3. To provide assistance to civilian settlements within the empire in dealing with natural disasters, invasions, and other emergencies.

The proposal has the following components.

The YEMA will be formed under the administration of the Imperial Premier. The Agency will be responsible, in cooperation with the also formed Senate Emergency Oversight Committee, for producing a yearly report which will evaluate the emergency management plan for each settled planet in the Yamatai Star Empire.

YEMA will be responsible for:

• Cooperation with the Department of Colonization to ensure that new and existing colonies have an emergency management plan.
• Ensuring that food-producing regions in the Yamatai Star Empire have adequate and managed long-term storage solutions.
• Plans to ensure the logistics of food production are maintained during a crisis.
• The establishment of Seed Banks which can be utilized post-disaster to restore crop production.
• Coordinated response to natural disasters and other crisis to provide food, water, and shelter to disrupted populations.
• Maintaining civilian evacuation solutions from threatened worlds. Providing early evacuation for threatened worlds reduces the burden on the Star Army of Yamatai.
• The maintenance and oversight of Refugee Towns both occupied and awaiting use.

The Senate Emergency Oversight Committee will be responsible for:

• Senator involvement in the draft of the yearly report as well as the emergency management plans for their jurisdiction.
• Meeting yearly in the sixth month of the year to discuss the findings of the yearly report.

The yearly report will include:

• A detailed report is presented in the sixth month of every year within the Senate.
• A detailed description of civilian-accessible emergency bunkers such as H Bunker on each planet. It will also include a detailed inventory of supplies held in those bunkers. Statistical data regarding the population vs. bunker space to evaluate the need for more facilities to be built.
• A detailed evaluation of rations and their availability. This will include planetary stocks of rations Star Army Emergency Ration Pill that are designated for civilian use.
• A detailed inventory of assigned civilian evacuation craft for each settled planet.

The results of the proposal was as follows:

• The proposal passed in the Senate of Yamatai¹⁾.
• Yamatai Emergency Management Agency was formed.
