The Yamatai Star Empire began building Jiyuu Fleet Depot in YE 36 after the signing of the Defense Arrangement Treaty (of the) Alliance of Signatory States at the International Relations Conference of YE 36.
Originally the plan was to place the depot on Jiyuu IV where it would be out of the way of civilians; however, the Empress' plans to return UOC settlers to their homes in Jiyuu necessitated a large base where Star Army transports shuttling millions of civilians could use as a port of entry, and that could hold and process the enormous amounts of provisions the re-population would require as the civilians worked towards planetary self-sufficiency. Thus the depot plan shifted to Jiyuu III.
The treaty signing introduced a new hope for better relations with the Lorath and to build trust that, until YE 36, didn't exist. The Star Army intended Jiyuu Fleet Depot to serve as a center of cooperation with the Lorath Self Defense Force. The depot was also planned to support the Tenth Standard Fleet.
In YE 37, the Star Army opened a Star Army Surplus Store on the base. In YE 38, the Star Army Barber Shop opened. Later that year the YSE exited the treaty so the LSDF garrison section of the depot was never actually used by the Lorath.
The depot consists of a massive spaceport, many rows of temporary housing complexes (with capacity for 10 million residents), and a great deal of large warehouses in addition to various standard facilities common on other Star Army military bases. The west side also incorporates a separate section for an LSDF garrison force, which is currently unused. On the North side there is a spire that serves as headquarters.
The base is situated in a generally sunny, beautiful island location and is surrounded by clear waters and gorgeous beaches.
Being on a planet has its disadvantages; the depot is frequently hit by hurricanes in the fall and Star Army construction engineers had to surround the base with an enormous seawall to protect it from flooding. The Star Army built all the buildings on concrete pillars, using the bottom floors only for storage of waterproof containers that are secured to the floor. The base is equipped with an enormous water-treatment/desalinization plant on the southern side that can purify seawater, waste-water, and is equipped to pump out any water that gets into the depot.
Jiyuu is part of the PAINT mass transportation system and has a terminal operated by the Star Army of Yamatai. It has a flight to Amatsu-Yamatai, Planet Yamatai every two hours. The facilities were upgraded and expanded in late YE 37 to allow the spaceport to serve as a minor hub system for frequent short-range flights using salvaged StarChaser II Class Civilian Ferry craft operated by Peacekeeper Heavy Industries to connect the nearby worlds of the Yugumo cluster together.
