Clarification Amendment Regarding Military Senators

Purpose:

1. To clarify the constitution and provide an explicit check of a potential abuse of power.

Proposal:

1. Add language to the constitution that says, "Military and senate duties are mutually exclusive: Because a senator's purpose is represent their constituency, while members of the Star Army of Yamatai may serve as senators, those senators may not be ordered to vote in a certain manner and may not be punished by the military for voting on laws."

"Tami votes, ahhhhhh," Maeda-taisa said, his last phrase dragging on in his throat as he waited for his support team in the gallery to confer with their constituents back in-system. "Tami votes 'yes' on this amendment with comment."

The blonde, white-paneled political officer looked back up to his aides as they formulated and perfected his immediate draft of what he wanted to say and then shot it back to him. It wasn't that Maeda Yusuke was unsure of his words, just that his career as a spokesman for the military had taught him to craft and frame every phrase with great care.

"On behalf of all the, ahh, citizens I represent, I'd like to commend Hanako-shosho for this clarifying law," he stated. "Her foresight toward avoiding conflicts of interest that were already vacant from practice shows, ahh —"

He paused for a moment with a finger on his headset as streams of information from advisors at Ninth Fleet headquarters flowed in.

"Bill 105 shows her, ahh, deft and superb skill as a senator of our illustrious empire and representative of her people."

The Kodian calling himself Wularu stood and addressed the Senate. "While we are opposed in general to the practice of military officials being allowed as representatives while serving we agree that, at a minimum, their superiors should not be allowed to order them to vote in a certain manner as they would no longer be representatives of the people but rather representatives of their superiors. Gashmere vote 'Aye'."

Abraham Yamashita stood when he saw a gap in speakers.

"Yamatai votes yes to this clarification, to maintain and even strengthen our independence and integrity as the voice of the people, not of the military."

He then sat back down.

Gunther listened to the proposal and the current round of votes.

"I find myself conflicted by this proposal. I can see the desire behind it. But I do not believe that this esteemed organization has the authority to create laws that should be Military Regulations.

I suggest that we split the proposal.

'It shall be a criminal act to influence the vote of a Senator, through intimidation, threats."

As for the last part, I would respectfully suggest that Ketsurui Hanako make a suggestion to the Taisho to have that entered into the Regulations."

It should be fine. I can handle the military side of this. It's not the military's place to control the senate any more than it's the senate's place to try to control the military.

Minato listened as the rest of the senate placed their votes. Her appointment was new, and her offices were currently undergoing an extensive reorganization.

"As a retired officer of the Star Army, I am pleased to see that those who serve the Empire with dedication wish to be actively involved." Minato added, before placing her vote, "I concur, representing Nataria I am voting yes on this clarification." She found the legislation straight forwards, it prevented corruption and still allowed military members to participate.

The fiery red head could not help but wonder if something had triggered this proposal. She remained hopeful that such corruptions were just theoretical and this was the preventative measure.

"Since the Taisho for the Star Army has said she will attend to the military side of my concern. My vote is then yes." Gunther said in response to Yui's statement.

Senator Wularu stood once again.

"I would also like to point out and remind everyone that this proposal is an Amendment to the Constitution, and thus not some regular law to be enforced. It is binding to every aspect of the Empire, including the military, which fall under the jurisdiction of the Constitution of its own country. My vote remains 'Aye'."

The crimson haired Ketsurui's projection nodded her agreement, though Sora sounded slightly distant, "I vote yes in favor of Hanako-san's proposal."

Mifune stood up, a fist clenched. She had sat, stunned, hearing her words coming out of the mouth of Hanako-Shosho, for the last few minutes.

It was uncanny. It was unreal.

"You have the Imperial Premier under surveillance?!"

She looked down at her notes, which were garbled - mindware, again. The treaty. The things she had spoken with the premier about. Not even twelve hours later, they were being tabled by Hanako? The military knew.

"This..."

It clicked into place. The military had the capital under surveillance. She'd been outsmarted, and if she kept talking she'd reveal other backers, perhaps. And it was too soon for that. Mifune sat down. Stared at the table.

Smoldered.

"Yes. I vote Yes."

Hanako looked at Mifune with a perplexed expression. "The suggestion of this law is a consequence of the return to the representative style of senate and is a clarification that I thought was necessary but I did not at any point think that the military would ever seriously consider orders for votes, nor did it cross my mind that there were those that considered it a real and immediate possibility. If your question is serious, it displays a level of paranoia that makes me uncomfortable about you. But what is far worse than the suggestion of my spying on the Premier is the idea that the military is attempting to control the civilian government. The suggestion is an affront to all of us honorably serving. And if you are trying to make some sort of back room deals with the Premier you should be the one who has to explain herself."

Mifune stood up.

"I was consulting with her in regards to the treaty with the Lorath. On this she advised me very well. This bill, of course, was mentioned in passing as a possibility - and I find it extremely suspicious you have suddenly come up with it, out of the blue, as you have yourself admitted that you never even considered the possibility.

"So I wonder what changed your mind, honorable soldier.

"Anyway, you have my vote. Excuse me, I am not feeling well."

And, dismissing her notes mentally, she turned and left the senate hall.

Hanako frowned. "That was strange," she quietly sighed, feeling like she was missing part of the picture here. She considered calling Yuumi for more information but decided against it. The votes were going well and the nation was getting an important update that would preserve the separation of military and state. So, other than Mifune's perceived slight, things were good...right?

Minato watched the proceedings, strange was a descriptor that hardly covered the situation. In her eyes the Senate's place was to serve their constituents, not a place to deploy and investigate conspiracy theory. Surely the people of Fujiko weren't all living under the impression that the military was involved in some kind of subterfuge.

The retired officer, now senator found it disturbing that the once prestigious service of the Star Army seemed to hold negative connotations, especially coming from the senator of a system which had faced such a highly contested recent history. Systems don't liberate themselves. What an ungrateful rat. She thought to herself. The behaviour was just too left of centre. It didn't make sense. The proposed change to the constitution protected the due process of the senate and fought potential corruption. Perplexed. She didn't say a word in regards to the display.

"The proposal is sound." Minato responded to Hanako, hoping that things could move forwards after that little episode.

Yuumi watched the proceedings too. And nodded.

Guess big sister got the hint, she thought as she leaned back in the chair at her office desk, inside the Imperial Palace where the Senate met. At least she's paying attention.

"With nine of ten currently sitting Senators voting 'aye' and the mandatory debate minimum reached, I would like to ask for cloture on measure 105," Maeda-taisa said, tapping his left fingers on his desk in boredom while his right hand supported his chin. Though the clarification was wholly useless in practical terms, he was glad to see it decided in such an uncontroversial way.

"It will be an excellent accomplishment to come together in such a spectacular fashion," the office added as he saw approval ratings from his constituents skyrocket with regards to this issue.

"Or will there be a last minute objection?" he asked in an amused but not disrespectful way. "For the sake of tradition."
