Maeda-taisa stood, keying in a newly-crafted bill into the Senate record as he did so. Aides scurried about in the galleries above, communicating with other Senators’ people to feed the representative from Tami instant information on their reactions as it happened.

“Fellow Senators,” Yusuke began, keeping a volumetric window open beside him. “Our fledgling group has performed well thus far and learned much. I commend you all for your service to our Empire and am proud to call you my colleagues.

“In our short time together, it’s become clear to me that the proceedings here could be officiated more smoothly,” he added in quick succession. Data from his constituents at home began to trickle into his mind as citizens on the network read what he was proposing. “Thus, I enter into the record a bill to establish the Office of Imperial Steward to watch over our proceedings and keep us all honest so that every voice from around this great Empire is given chance to speak.”

The taisa looked up toward the high, vaulted ceiling for a moment while he took a breath, taking in the air and collecting his thoughts all at once.

“Moreover, my office as spoken with the Imperial Premier’s staff,” he declared. A note was entered into the record by the juni who sat next to him, sealing the assurances he’d received. “She’s gone over this proposal and offers her endorsement.

“From here, I leave the decision to you.”

Administration of the Senate and its Proceedings said:
  • Section I: Purpose
  • a. Outline: This bill establishes the position of Imperial Steward to oversee the smooth operation of proceedings on the floor of the Senate of Yamatai, as well as administrative clerical logistics and security of that body.
  • b. Office: The Imperial Steward is not a member of the Senate and maintains a separate, independent office.

  • Section II: Appointment
  • a. Selection: The Imperial Steward shall be selected by the Imperial Premier with approval from the Emperor or Empress of Yamatai.
  • b. Restrictions: No sitting Senator, constitutionally mandated national leader, or active duty officer of the Star Army of Yamatai may serve as the Imperial Steward to best facilitate a focused and efficient pursuit of the office’s duties.

  • Section III: Enumeration of Duties
  • a. Floor Duties: The Imperial Steward shall only wield powers on the Senate floor according to the provisions of this document.
    b. Administrative Duties: The Imperial Steward is responsible for all clerical bookkeeping not handled by Senators and their staffs.

  • Section IV: Powers of Discharge on the Floor
  • a. Powers: Pursuant to the Imperial Steward’s purpose, he or she is responsible for the smooth procedure of debate and voting on the Senate floor. The Imperial Steward shall keep order and recognize motions and objections made by Senators. The Imperial Steward is responsible for the regular update and presentation of bills on the Senate floor following their amendment.
  • b1. Restrictions: The Imperial Steward may not participate in debate on the Senate floor. The Imperial Steward may not vote, object, make motions or second motions on the Senate floor unless outlined otherwise.
  • b2. Exceptions to IVb1: The Imperial Steward may bring a motion to call the vote following the three day period of debate outlined in Senate Proposal 99.
  • c1: Decorum: The Imperial Steward is responsible for maintaining decorum on the Senate floor. They may order their Sergeant at Arms to deliver a formal admonition to Senators demonstrating poor judgment.
  • c2: Addendum to IVc1: Admonitions on the Senate floor are not recorded in the official record.

  • Section V: Administrative Responsibilities
  • a. Provisions: The Imperial Steward’s office is responsible for the maintenance of the Senate grounds and the security of Senators, their staffs, and Senate assets.
  • b. Security: The Imperial Steward’s office shall coordinate with the Yamatai Security Agency to ensure the safety and security of the Senate, its officers, and elected officials.
 
"I think that this is a wonderful idea. We are so empassionated at times that we sometimes lose sight of timely completion of tasks brought to our attention by Himiko-sama. If Yuumi-sama has already had a hand in the creation of this proposal, I do not see a fault with her judgement. Himiko System votes yes, in favor of an objective moderation of the Senate to help the progression of its proceedings," Sora's projection smiled brightly as she waited for the other senators to contribute to the discussion.
 
Gunther carefully read the document, he liked the document, and generally saw its merit. He spoke from his VCE office, and his image gave voice to his words in the Senate. "Overall, I think this is a very useful document that should as intended help to keep things moving in an orderly fashion.

The only item I have an issue with is, IIb, specifically why the restriction against an active duty officer of the Star Army of Yamatai serving as the Imperial Steward. We do not restrict members of the military from serving as Senators, so I fail to see why we should put such a restriction in place for that position.

If that restriction were removed, my vote right now would be yes. So at this point, i respectfully request either an explanation of why we need that restriction, or that it be removed."
 
“As my legislative staff wrote in the proposal, that provision exists to best facilitate the execution of the office,” Maeda-taisa explained, tugging the wrinkles out of his white-paneled uniform’s tunic as he stood.

“I am fortunate, as Tami’s senator, to be assigned to the post as my current duty station,” he said, eyeing the projections and in-person representatives around him. “Kotori-hime, Sora-hime, and Hanako-hime do not have that luxury. And I could, in theory, be called away in times of extreme national crisis. The Imperial Steward must be able to remain here in the Senate to coordinate and carry out all of his or her duties.

“I have nothing against the military,” Yusuke added in an amused tone, flipping his blonde mullet to the side with a quick motion of his neck. “Many officers in the Star Army are my friends, and I respect the sacrifices they all endure. I am sure that a soldier has it in them to oversee this Senate, and one of their kind could likely prove themselves superior in the office. But just as a sense of duty called me to service with the Star Army, so must one call whomever is appointed as our Imperial Steward.”

He stopped his sarcastic justification, which was more meant to poke fun at his peers that derided the Star Army officers participating in the Senate than it was specifically Gunther. If asked, Yusuke would definitely admit that it felt nice to indulge their fears about Star Army favoritism with the words he’d just spoken. So it was probably a good thing nobody would ask.

“In short, I believe the Steward should dedicate themselves solely to this task,” the Yamataian captain summarized. “That is the intent of the restriction.”
 
Gunther listened to Yusuke's explanation for the restriction. He considered it for a moment. "Thank you Maeda Yusuke-San for the explanation. I thought it might be something like that, but in politics it is best to confirm.

Daichi votes yes on this proposal."
 
Minato reviewed the document carefully. She had no objections, the proposed legislation was concise, "Nataria votes yes." She gave an affirming nod and waited for the others to vote.
 
Senator Winsbury was interested in the idea, smiling and nodding along as he read through the document. He had no problems with the Prime Minister's duty being shared, and he felt as though the stipulations detailed in this document would facilitate that need. "Albini votes Yes on this proposal." He gave a smile to the senate, clasping his hands.
 
"I vote no on this proposal," Hanako said.
 
The visage of a certain senator from Fujiko flickered into view, after a while, in the chair that she had until recently occupied in the flesh.

"Fujiko votes yes. I believe that completes the requirement, and since the requisite time for consideration has passed, I make motion to close the voting."
 
"I vote yes on second motion from senator of Fujiko," said the nekovalkyrjan senator form Ahrbeg. She smiled and looked for others to react in some way. She was sure could help all those arguments, that happened in senate in past.
 
"Although this is somewhat belated," the representative said, "Voting is now officially closed. Motion passed."
