Treaty between the
Yamatai Star Empire
and the
Neocron Ascendancy

Whereas the Yamatai Star Empire wishes to recognize and create a state of peaceful and mutually prosperous relations with the Neocron Ascendancy, we mutually agree to enact and follow to the terms of this treaty:

1. The Yamatai Star Empire and the Neocron Ascendancy agree to maintain friendly, honest, and peaceful relations and communications with one another. The Yamatai Star Empire and the Neocron Ascendancy agree to make at least one diplomatic communication with each other per month.

2. The Yamatai Star Empire and the Neocron Ascendancy agree not to commit malicious acts against one another or employ others to commit malicious acts against one another.

3. Both the Yamatai Star Empire and the Neocron Ascendancy will recognize all ranks and titles bestowed on a person by the Yamatai Star Empire, its member states, or the Neocron Ascendancy.

4. The Yamatai Star Empire and the Neocron Ascendancy agree to assist one another in eradicating the Qel'Noran scourge, including, but not limited to, the Qel'Noran Industrial Sector and the rogue government of Ralfaris. The exact degree of cooperation will be determined by the military organizations within the Yamatai Star Empire and the Neocron Ascendancy, by mutual agreement, in order to maximize military efficiency.

5. This treaty is valid immediately upon approval by both governments (or the leaders thereof) and lasts forever unless both parties agree to nullify it. Both parties must approve any modifications to this treaty.
 
What happens if we don't have any diplomatic communication in over a month?
 
Maybe this question is splitting hairs, but:

What is the process that must be followed to make modifications to the treaty? Is there a certain meeting that must be called, a margin of required vote (like 2/3 attending must vote to change)?
 
Then the Emperor of Yamatai will also agree to it.

In response to Wes's question... I have no idea. I think that we just assume some NPC diplomats would handle the job if no one else does.

In response to James's question, the treaty could be modified if both the Neocron Ascendancy and the Yamatai Imperial Senate approve of the changes. (For the senate approval, majority vote by the players, with at least 3 players assenting. Unless Wes says otherwise on the rules. I'm a bit fuzzy on them.)
