((Sorry for the scripting, but I was in the mood and thought that it would be easier to read/understand. Of course, I will write it up in normal format before posting it ICly. Note: Extra S's were added due to the Azoreans' speaking error.))
The flooded halls of the Azorean Parliament resonate with the voices of several dozen judges. The current viceroy waits patiently for the normal 15-minute commotion at the beginning of every meeting to end. One by one, the judges from every citystate spanning the entire homeworld settle down and take their rightful places.
Viceroy: I hereby proclaim the floor open for discussion.
Teles Judge: I wish to claim the floor.
None of the other Judges object.
Viceroy: The Parliament recognizess a judge from Teles.
The recognized judge swims into the middle of the hall to address the Parliament.
Teles Judge: Due to the drastically increasing population, I propose the construction of a vessel to search for a new home amongst the stars.
Several judges object harshly to this proposal before being quieted by the Viceroy.
Viceroy: Order, order! Teless hass the floor!
After a moment of silence, the viceroy nods for the judge to continue.
Teles Judge: Hear me! Even with the creation of a nineteenth citystate, it only stalled the inevitable. We must act now, before countlesss begin to die!
Murmurs spread across the hall before the viceroy's voice quiets them.
Viceroy: How do you choose to proceed with thiss proposal?
Hentau Judge: I wish to take the floor to answer.
After no objections arose, the viceroy approves.
Viceroy: The Parliament now recognizes a judge of Henatu.
The first speaker swims back to his seat as the next one comes forward to address his colleagues.
Henatu Judge: Henatu mechanicss have worked together with Teless engineerss to create a ship design that, in theory, will be able to finally escape Sudran'ss atmosphere. We await the approval of this court before beginning construction.
After several hours of discussion, the Parliament finally came to a decision. All of the judges, some of them reluctantly, agreed that the people were becoming too numerous for their existing home. A new home would be needed, and soon. Construction of the first Azorean starship was approved and set to begin two months later. Whether this daring idea would succeed or not will be decided by the skill of everyone involved... and fate.
