Yamatai Star Empire
and the
Empire of Nepleslia</center>

Whereas the Yamatai Star Empire wishes to recognize and create a state of peaceful and mutually prosperous relations with the Empire of Nepleslia, we mutually agree to enact and to follow the terms of this treaty:

1. The Empire of Nepleslia will now be official recognized as a self-ruling nation no longer under the Yamatai Star Empire. All citizens wishing to remain part of Yamatai will be recognized as citizens of the Yamatai Star Empire with the rights and freedoms thereof. All who wish to continue as Nepleslian citizens are free to go, based on their choice. Dual citizenship will not be permitted, however.

2. The Yamatai Star Empire and the Empire of Nepleslia agree to maintain friendly, reasonably honest, peaceful relations and communications with one another. The Yamatai Star Empire and Empire of Nepleslia agree to make at least one diplomatic communication with each other per month.

3 . The Yamatai Star Empire and the Empire of Nepleslia agree not to commit malicious acts against one another or employ others to commit malicious acts against one another.

4. Both the Yamatai Star Empire and Empire of Nepleslia will recognize all ranks and titles bestowed on a person by the Yamatai Star Empire, its member states, and/or the Empire of Nepleslia.

5. For the mutual safety, the Empire of Nepleslia agrees to enforce control of restricted technologies covered by Yamataian law, using them only it its military and organizations authorized the by the Nepleslian government.

6. Nekovalkyrja and will not be allowed on Nepleslian planets except to conduct official business for the Yamatai Government or Star Army of Yamatai. Nekovalkyrja are not to be allowed citizenship or to hold any government or military position in the Empire of Nepleslia or Star Army of Nepleslia.

7. Starships of the Star Army of Yamatai will never be denied direct and unimpeded access to Nepleslian territories.

8. In the event the Nepleslian capital world is under attack by large-scale enemy forces, Yamatai will send at least one fleet of more than 5% of its total vessels in reinforcements to protect it. Nepleslia agrees to do the same upon Yamataian request, should the YSE capital world fall under attack..

9. The Empire of Nepleslia agrees to have no more than 20 fleets of equal to or less than numbers of one thousand ships each for its military, with no military ships or mobile space stations larger than 25km.

10. Yamatai and Nepleslian agree that Nepleslian territorial expansion should go to the Galactic Northwest, and Yamataian expansion to the Galactic Southeast.

This treaty is valid immediately upon approval by all governments involved (or the leaders thereof) and lasts forever unless all parties agree to nullify it. All parties must approve any modifications to this treaty.

Nepleslia appreciates Yamatai's willingness to establish peaceful relations.

Nepleslia wishes to know what technologies are restricted under article 5 of the treaty.

Nepleslia wishes to add to article 6: "All nekovalkyrja serving as government officials of Yamatai must first report to the government of Nepleslia for proper identification."

Nepleslia wishes to add a similiar clause to article 7 about Nepleslian ships traveling through Yamatain space. Open communication between the two factions would beneift both sides greatly.

Nepleslia is wary of article 9 of the treaty. Nepleslia would like to reword the article to state: "The Empire of Nepleslia agrees to have no more than an equivalent military force to that of Yamatai."

In good faith, Nepleslia is willing to drop the figure to 80% of Yamatai's acting military strength.

In recompense, Nepleslia will adjust article 8 to state: "Nepleslia agrees to send a total of at least 15% of it total vessels in reinforcements to protect Yamatai's capital planet."

This number will be changed to 10% should Yamatai wish to adopt the previously mentioned 80% motion.

Major Admiral Davis would also like to schedule at least one yearly in-person meet with the Emperor of Yamatai. Should either individual die, it is in good faith that this tradition will continue with the next-in commands of the two factions.

Nepleslia wishes to know what technologies are restricted under article 5 of the treaty.

"Restricted Technologies include, but are not limited to: Nekovalkyrja, HSCS, TDD, RDD, WARMS and like devices, Aether Weaponry, Transposition Cannons, Scalar Weapons, ST/SS Tech, Technology involved in the creation of Zesuaium, Interdictor Devices." There is no need for the common people to have such technologies.

Nepleslia wishes to add to article 6: "All nekovalkyrja serving as government officials of Yamatai must first report to the government of Nepleslia for proper identification."

Yamatai will agree to this, so long as Nekovalkyrja serving as part of Star Army starship crews are exempt (thus allowing Star Army ships to pass through Nepleslian space on the way to fight the SMX and such without stopping).

Nepleslia wishes to add a similiar clause to article 7 about Nepleslian ships traveling through Yamataian space. Open communication between the two factions would beneift both sides greatly.

Nepleslian civilian ships will be allowed to travel through Star Army space, but military ships will only be allowed in Yamatai space with permission from authorized members of the Star Army of Yamatai or the Yamatai government.

Nepleslia is wary of article 9 of the treaty. Nepleslia would like to reword the article to state: "The Empire of Nepleslia agrees to have no more than an equivalent military force to that of Yamatai."

You do not need an equivalent military force, as you have far less people and worlds than Yamatai does. The limitations we have set forth are generous and are more than plenty. We can always discuss changing them later, if you reach your maximum and still feel the need for greater military forces.

I would like to make a motion to change Article Seven of the treaty.

From: Starships of the Star Army of Yamatai will never be denied direct and unimpeded access to Nepleslian territories.

To: Yamataian civilian ships will be allowed to travel through Nepleslian space, but military ships will only be allowed in Nepleslia space with permission from authorized members of the Star Army of Nepleslia or the Nepleslia government.

I see no reason why the Star army gets full flight right, and the Nepleslians only get partial.

It is basically saying "I can, you can't."

Nepleslia agrees with the senator and feels that the treaty should be reworded to most fairly accomodate both empires. While we appreciate your need to use Nepleslian space as a shortcut for tactical maneuvers, we feel that we should be given that same right.

Yamatai should be aware of its unrivaled superiority in regards to manufacturing. Nepleslia doesn't see how restrictions to our fleet building are justified, and we feel that our manufacturing decisions should fall outside Yamatain jurisdiction, as all governing bodies should be self-determined.

Nepleslia will not motion to restrict Yamatain construction. We feel that enough trust has been established already between our two nations that such restrictions can only harm that trust. We have already agreed to commit 10 percent of our forces to the aid of each other should the need arise. Is that not enough?

While we appreciate the favor of the Fenyaro senator, we discourage any further involvement of senators in such overarching matters. The complexity of this issue stretches far beyond that which the senate can handle.

After consulting Jim Blackman, Nepleslia will sign the treaty, given that Yamatai recognizes Nepleslia's ability to renegotiate the terms of the treaty should it become necessary.
