Wouldn't a smaller drone with a very good cloak be more cost-effective than a somewhat full-sized drone that is going to be cloaked most of the time anyway?
 
I was about to give him flak thinking he stole the Crybaby of Firefly and gave a new name to it, there, Missing. Till I saw the 'Other source'.

But yeah... Albeit maybe not a military grade decoy with a smaller size.
 
I think this works because 1, I don't really understand how cloaking technology works so I'm careful with it. 2, This is rather resistant to scanning. Even without the volumetric component of its mimicary system it has a fairly good deceptive capability.

That and this is designed to be rather cheap.
