this idea was originally proposed by @Reynolds in the S6 discord server and after discussion with both them and Zack I decided to make it as an item my company has made for the USO, however just to be sure that wasn't a miscommunication, Zack is that suitable or would you rather i change it to be a USO manufactured device?

It is perfectly acceptable for GH to be making the device and Uso to be footing the bill. Where is GH's production facility anyways? You could house it on 188604.

we do currently have one production facility on 188604 along with the HQ, its only good for small scale stuff so this wont be a problem for them to make and for the time being the device will be considered a private design for USO and GH use only moreso because the name is ruined otherwise and its not exactly complicated tech for other groups to mae either

also a quick heads up, but i plan to design a table top game to go along with this in the future
