How much personal information can people find on others?

I know there's a difference between a normal civilian, a casual computer user, digging around and a hacker digging around; this question only refers to the former.

Also, I know that PANTHEON is essentially omniscient, but how much can someone find on another person on the InterNep? Is that network like the modern internet where the only personal information available is posted information? And things like purchases, movements, ancestry (I'd think that, given the rather unstable state of Nep society, and the promiscuity of some citizens, maintaining an accurate family history of anyone would be near impossible to create), previous addresses, and the like are stored in closed databases (if they're stored at all)?
 
I believe the question is souly based on how good the person looking is, and how good the person being looked for is at keeping their shit secret. I found the founder of another website who dropped off the face of the earth using only the email he applied with and his name. Turns out? He started to hate the website, and just vanished. Was glad we rebuilt it so that we weren't tied to him like we were for a year or so.

He also didn't spend too much time working on his privacy. If they can do this i the setting, then it relies on several factors.
