Senators, if you would kindly begin composing a draft charter expressing the Yamatai Star Empire component on interaction with Azorea as a neutral trade and tourism partner. I require something back from you promptly. The Nepleslian Senate and the Azorean Parliament will begin deliberations of their own draft components in which will be presented by each nation later in the conference.

Please include reasonable restrictions protecting us from further conflict with Nepleslia over the region as well.

Ayana considered the mandate thoughtfully, unsure of where to begin. We should start... She typed a reply in a mass e-mail to the senate members and Tio:

"We need to consider that certain items might be harmful to their planet's native ecosystem and to their culture. So I would suggest we limit how much technology; live animals and living vegetation we export. We're not so troubled with ours, so the same rulings wouldn't need to apply to what we could import from Azorea. We'd just need to test what foods might be harmful or poisonous to us and also be mindful that while our immune systems protect us from most things- we have no idea what things we could carry over to them or from them if we visit.

A Hologram shines on the Senate floor, It fizzes in and out form time to time (mainly due to distance and the type of transmitters).

An Azorean Stood before the Yamataian Senate with his arm reached out in a peaceful display.

"Senators of the Yamatai Senate, I am Rayatx of the Edel city-state, selected senator for all Alien/Foreign Diplomatic Relations. I'm here to invite the Yamataian Government to a Trade and State Conference, hosted on and by my planet, Azorea." With a smile, which was very toothy and sharp. "It is our hope to have representatives from ALL the different factions in our shared region of space."

Gunther Bordolf the Senator from Daichi chose to speak. "My fellow senators. I must say that I do not feel that it is in our best interest for us to arbitrarily make decisions regarding this minor race, that could give economic advantages to the other Empires around us.

This is a matter that is best suited for the next IRC, or some group gathering. That way all the players will come to an agreement of how best to deal with these people in the matters of trade and tourism."

I recommend dismissing this proposal and that a delegation of volunteers be sent to attend the offered conference."

With our current food shortage, I don't think we should really wait any longer on addressing a trade agreement with a nation that has resources that we possibly need until the next IRC. Something should be done now.

Gunther shook his head, "Perhaps my esteemed colleague did not hear me suggest we send people to the conference the Azoreans are hosting. Rather than wait for an IRC. I am just saying that we here in the Senate are not in a proper position to make an informed decision. We are not on Azore, we do not know what they want, and what our neighbors are interested in offering or getting from them."

"I did hear the suggestion, but when will this delegation happen? I see that this was originally proposed by Motoyoshi Tio and Tange-Katsura Ayana and it was not addressed again before now. If this can happen soon then great."

Ryantax watched the Yamatai Senate go through it's motions, "I would like to thank the Madam Ketsurui for her question. I have been given complete authority over this matter, so the answer is quite easy for me to give. We will hold this conference, when all parties have been informed and have been given a chance to discuss the concept with their respected governments."

Taking a deep breath he allowed his eyes to past over the large hall of senators before continuing. "That being said, I believe it should happen within a month cycle. Unless there are stalling amongst the different governments."

Smiling his toothy grin he spoke again, "I have been advised by parties to request the former Empress Ketsurui-Motoyoshi Katsuko to be the repersentive for Yamatai at this conference."

Tanaka Miki, aide to the Imperial Premier Ketsurui Yuumi, spoke up.

"Representative Ryantax," she said, "while I appreciate the interest other parties have in this matter, such negotiations with a foreign power are within the purview of the office of the Imperial Premier, and her alone. I have been informed by the Premier that she does not cede this constitutional power to the honorable former Empress, and asks that further contact be made with her, so that her office can begin coordinating a discussion."
