Kinfemy Poku Kyn Message to the Star Empire of Yamatai

Attn: Imperial Premier, Ketsurui Yuumi
From: Vonai-Rya'ka Kohaku Syali

I hope this missive finds you well; and that things are well with our Allies to the north.

Recently the WAP Yome Ismâopate under the command of Qaedal Aaeas arrived at one of our colony worlds Âmuar. This world is in the Âmuarpoku system which was previously controlled by the NMX and called Aetherus Haven.

While on Âmuar they conducted a training mission. While exploring a damaged installation they encountered some surviving NMX which were dealt with swiftly.

However, in addition to the Mishhu that were killed the team discovered some 273 Nekovalkyrja who had escaped from the yoke of the NMX.

At the time of our Treaty signing, Nekovalkyrja were classified by as a restricted technology. However, since that time the Nekovalkyrja have been determined by your Empress to be a race until itself.

So we are trying to determine the proper disposition of these individuals.

Currently we have them at a holding camp where they are being given accommodations, food and medical attention. Their deportment is one of gratitude. They have expressed trepidation at their fate should they be returned to Yamatai.

The discussion as to their disposition is ongoing, and some have suggested that perhaps we should grant them asylum. But before such a matter can be truly entertained, I need to know what will happen to these Nekovalkyjra should they be turned over to your Government.

I await your response,
In service to the Clan,
Kohaku Syali.

Vonai-Rya'ka,

My fondest good tidings to you and yours. Things indeed are well in the galaxy, much more so than they have been in years past.

As much as I wish to answer your question with immediacy, I need more information about the status of the sisters you have under your care.

If they are Nekovalkyrja whom the NMX created, their trepidation is well understood. What they know of their sisters likely shakes out to bent truths and outright lies. Yamatai's military first would debrief them, but given the end of the war, the process likely would not be a long one. It also depends on the individual's rank and responsibility within the NMX.

After the debrief, they become wards of Yamatai's imperial government. They would receive the same living necessities as the rest of our people receive, including school and job training. Once they are on their feet, they are let go.

If they originally are of Yamataian heritage and remain fearful of their government, then we must ask for their return. The likely psychological damage done to them at the hands of the NMX must not only be repaired, but understood for the sake of future sisters who still might come under its effects.

Premier to the EMPRESS HIMIKO,
Her Majesty's Imperial Government

Sar Yuumi,

I understand your need for more information. I also appreciate the information that you have provided thus far.

These Nekovalkyrja were ones manufactured by the NMX.

At the time of the attack by your Military this group had been alive for about three months and were still in training.

The facility that we found them near was apparently the one where they were created. The days after the attack by your forces were difficult for them with the planet's infrastructure destroyed. Anarchy and chaos reigned for awhile.

They moved far away from the site and struggled to survive by working together and live off the land.

Once the atmosphere settled, they setup a settlement a short distance from the installation. They would salvage stuff from the installation.

Your statements seem to indicate that they have no choice in their future. You said that they need to be debriefed by your military and then they become wards of the government.

Is this a correct interpretation of your statements. That barring our Tonai offering them asylum and allowing them to stay. That they must be turned over to your military.

Kohaku.

Vonai-Rya'ka,

Thank you for providing more information. It is exactly what my government needed.

My military liaison relayed this to her officers and others inside our intelligence community. All agreed that if what the Nekovalkyrja say is true, only a short debriefing is required. We can dispatch an intelligence team to their location and debrief them within a week's time.

The team's composition would include civilian and military intelligence officials.

We only would ask for their return to us if they originally came from Yamatai. However, if after their debriefings our intelligence team sees no reason to believe any of them are citizens of the YSE, then my government does not object to your government's offer of asylum.

My government does reserve an interest in monitoring them from a scientific standpoint. That is a caveat we can discuss after the debriefing, when we know more about them.

Sar Yuumi,

I have spoken with the Council and the Mui regarding the information you supplied in your last communique.

After much discussion on this matter; they have agreed to allow your personnel to debrief these individuals.

However, there are two conditions.

The first is that these debriefings will be conducted with observers consisting of some of our medical personnel, and members of Lore Keepers Sect. This condition is to ensure that these Nekovalkyrja who are currently under our protection are treated humanely.

The second condition is that these officials must travel to Âmuar aboard the YSS Genshō. This is one of your science vessels which is currently studying a set of ruins on Âtoma. The Genshō and its crew have unrestricted travel authority within our territory.

The Council does not feel that this situation warrants allowing Star Army Warships to enter our territory.

As you said, once the debriefing is complete, we can discuss other facets of this situation.

Kohaku.

Vonai-Rya'ka,

These conditions are acceptable, but my liaison asks me to clarify a logistical point.

The team was set to travel by a Geshrinari-made Imperial runabout directly to the Nekovalkyrja's location, after receiving clearance to do so from one of your border stations or via escort. My liaison assures me the team still can meet the Genshō, but should it still expect to stop at a border station or wait for an escort?

Yuumi.

If your team wished to enter our space in this runabout, have them proceed to the Way Station. At that point they can either go through the normal customs procedure and wait for Travel Visas. If they wish to go with this plan, I will need a list of all members of the team, registration of the craft. I can expedite the authorization and their stay would be about 1 day at the Way Station. Or they can wait there and have the Genshō pick them up and take them to Âmuar with no delay other than the time it will take for the ship to travel from Âtoma.

Kindly advise.

Kohaku.

Yuumi,

I have submitted the necessary authorizations, which have been endorsed by the Mui. This will enable your people to be expedited, although there will still be the standard inspection of their vessel and effects.

I do not foresee your personnel having any difficulty at the Way Station.
