One is geared toward monitoring gravitational fields and fluctuations in the fabric of space time (I like to think of them as scifi MAD sensors) while the other is intended to pick up exotic particles and EM waveforms (like aether). Its quasi passive because some systems will be able to actively prod gravitational fields to look for anomalies, like a partially phased ship.
