Proposal #78 - Cloned Humans Ban Act

Purpose:

1. To ban any and all cloning of humans by the Star Army of Yamatai.

Proposal:

1. Cancel the Mass Production Infantry system recently proposed by the Star Army of Yamatai.
2. Reinforce the idea of continuing to create individualized Nekovalkyrja.
3. Promote through incentives the birthing of more Nekovalkyrja.
4. Bolster the recruiting of Yamataian citizens.

Excluded:

1. ST cloning. It does not create empty, wasted life, but simply furthers life already established.
2. ST backups. See above.

Speech:

"The Star Army of Yamatai should be a moral organization that values the lives it puts into service, on the front lines, protecting this Empire. That the military is willing to produce and/or clone humans, when a vast population of willing Nekovalkyrja is ready and able, shows that the military has stopped valuing those lives. This was a rare moment when Maysaki was fully awake.

"I approve fully!" She said, "While I don't care for Neko to much, I don't want this empire to suddenly turn into people who's lives don't date past two years due to a war. You don't get life experience from a computer, you get it from living. We might as well send children out there to fight our battles, but its not always about war."

Hanako's Cluster votes no. While this measure might be valid in a more peaceful era, the current situation is desperate and we must NOT stop our cloning programs. What's next, banning ST restoration for the dead?

This act is not realistic. Without more troops the Empire will collapse.

With our successful routing of the Mishhu from several systems, and our recent recalling of more and more vessels, not to mention our impending treaty with the Nepleslians, I believe this act is not only realistic, but it's necessary!

Our Nepleslian cousins have a different set of ethics about this. That is their right as a free nation. But we should continue to value life as we have done since the inception of this Empire!

Aegis raised her eyebrow as the proposal was made, and she smiled for once at such a thing. "Lor and colonies votes YES to the proposal. The life of what was originally natural life forms is a sacred thing and should not be taken advantage of in a mass production scale. Clone from natural DNA to replace not to feed a war machine. The Star Army of Yamatai should prosper quite nicely with it's pre-existing artificial life forms which can be cloned at a whim already. Or, is the Star Army finding that Nekovalkryja just don't have what it takes to fight? I hope for your warrior pride that is not the case."

"You have lost your mind," Hanako said flatly. "Almost every Nekovalkyrja ever made was made through this method, every neko except transfers. Our entire military is based on artificial creation!"

Amendment No. 1 said:
1. 1. Cancel the Mass Production Infantry system as it relates to humans, as was recently proposed by the Star Army of Yamatai.
