Senate: Defeated Proposal #77 - Military Privateer Act

Mayosaki sighed a little as she submitted the proposal, "Right..."

Purpose:

-To gain more ships to be crewed
-Allows citizens to help more in the war

Proposal:

- All ships from the Fleet Depot will become free on one condition to the masses.
- The condition is that they must serve for the fleet until the war's end, although they serve with that vessel as the crew. This might be simply patrolling and scouting, or joining Star Army vessels in battle.
- Sprites can be generated for the crew during war time, but it must be authorized by Star Army via MEGAMI.

"Citizens don't want to join Star Army as they don't want to get stuck in the army or something, and as a whole its some what daunting as the majority of the military is manned by Neko -- War machines. I personally believe this would help."
 
I vote no due to issues with giving restricted technology to the public, but I will see about getting some sort of program like this in place with the fleet depot.

Also remember this:

No organization besides the Star Army of Yamatai is permitted to maintain any standing or temporary military force, except for planetary governments, which may maintain standing militaries of their own if they would prefer that to Star Army defense forces. A standing military force is an armed unit or units of personnel whose primary purpose is military in nature. Security forces and escorts are permitted, but should not act as the main force or independently of the main force of a fleet.
 
Lor and the Lorath Colonies vote yes to the proposition, considering that the Matriarchy already has a similar system in place.

Ayana's answer came in remotely from her transport back to Jiyuu. "I am usually in support of things that will generate more jobs for our citizens but I feel that simply giving them ships won't necessarily be enough to utilize their usefulness.

Why not have them trained through a civilian version of th Star Army's boot camp and get them certified to use the equipment first? I don't like the notion of farming out civilians contracts to people who might not know how to actually use our military's equipment.

I would also like to know how we as a government are intending to regulate these civilian contracts with Mercenaries; privateers; as well as, supply runners? Or shall we leave this matter of contract management wholly in the hands of the Fleets that might be hiring them?"
 
The depot already has its program for privateers in place.

Let's consider this bill dead.
 
This proposal fails- Logistics created its own program covering this.
