RP: UOC Government [Proposed Legislation] Harbor Master Act.

The safety of our territories is important; the way we hand our ports and the goods and people flowing into them is key to maintaining our sovereignty.

Proposal:

1. That the UOCPF will form a division of ships and personnel to serve under the Office of the Harbor Master, who will report to the Grand Peacekeeper.

2. The Harbor Master will impose the following edicts:
  • Harbor Zones are defined as 0.5 LY of space surrounding each star system under UOC control.
  • No military vessels of any foreign nation may enter a Harbor Zone without a representative of the Harbor Master's Office aboard. Incoming foreign warships civilian or cargo vessels must follow the following procedure:

    A. Upon reaching designated borders request passage into UOC territory.

    B. When reaching the edge of the harbor zone, they will wait for a representative of the Harbor Master's office to be transfered to their vessel. Harbor Masters have the right to search cargo intended to be left behind in the colonies. The harbor master, will provide instruction for entering the systems, as well as docking or positional information.

    The Harbor Master is also to be knowledgeable about the affairs of the UOC, so that they can answer any questions in regards to attractions or services. While being a protective safe-guard for UOC citizens the Harbor Master

    C. The only vessels permitted to have actively armed-weapons systems within the harbor zones are Peacekeeper vessels.

    D. Active targeting scans, evasive scans or attempts to circumvent the Harbor Master's authority will be subject to defensive response.

    E. All vessels entering UOC space are subject to scans and reasonable internal inspection.

    F. Foreign Military personnel are welcome on UOC worlds and bases, we however find it mandatory that they do so without weapons.
 
Nosaka Mamami read over the document carefully, making sure to absorb all of the text as she ran hypotheticals through her mind. It was logically, and politically sound in intent.

Taking a second to finish her mental scenarios, Mamami lowered her copy. "Region One has no objection to this document."
 
Mr. Iga shook his head.

"Small point of clarification needed. What is the estimated delay time due to these safety procedures? If we're going to send a Harbor Master to every single ship that enters our space, we better have a lot of damn Harbor Masters.

I have no problems doing this kind of procedure to ships that may pose a threat to us, but locking down our borders like this to civilian cargo ships may prove tremendously messy. We need to balance efficiency and safety here."

He paused, quickly thinking of options before continuing.

"I'm not knowledgeable regarding military matters, but is it possible to create an automated system whereby entering, say a .7 AU distance from our space, a cargo ship is scanned for problem materials before arriving to the .5 range? We could have 3 levels of clearance: Green, Yellow, Red. Green clearance would be given almost immediate passage, outside another active scan. Yellow clearance would have a Harbor Master on board to perform a routine examination. Red would be stopped for intensive evaluation.

As long as we notify that all ships entering our territory would be scanned, it could speed things up. Heck, we could even maybe include some sort of sensor chip that works with our equipment and give special VIP treatment to cargo ships that choose to have said chip installed.

Anyway, the spirit of this idea is to try to make it as convenient as possible for our trade partners."

"I see no real problem with this addition." She said after a moment, "however for the sake of consistency, I motion that the Lorath are also required to operate under the Harbor Master bill."

"I believe Mamami and Shuji Iga, both have points I did not consider when writing this act." He smiled, motioning to Iga and Mamami. "A momment."

  • No military vessels of any foreign nation may enter a Harbor Zone without a representative of the Harbor Master's Office aboard. Incoming foreign warships and all civilian or cargo vessels must follow the following procedure:

    A. Upon reaching designated borders request passage into UOC territory.

    B. When reaching the edge of the harbor zone, where they will meet one of three clearance levels. Harbor Masters have the right to search cargo intended to be left behind in the colonies. The harbor master, will provide instruction for entering the systems, as well as docking or positional information.

    Clearance Levels
    • Green: Immediate clearance following active scanning, granted by having UOC sanctioned scanning devices aboard cargo vessels. These will be made available for purchase.
    • Yellow: a representative of the harbor master's office will come aboard, give a routine inspection, conduct visual and electronic scans of cargo.
    • Red: the vessel must submit to an intensive inspection by the harbor master's office.

"Now the act holds all civilian and foreign traffic into account, which satisfies both of your suggestions." Tio was becoming glad he had no vote, he somewhat enjoyed making proposals, giving guidance and working with these people.
 
Arnold read over the legislation for a moment or two.

"I think this piece of legislation will be good for our nation, even if it might reflect a bit of lack of trust to our neighbors... But, if it means not eating Aether, I believe that that is acceptable." He read over the proposed piece again.

"Also, will there be any criterion on the matter of who will be selected as a Harbor Master?"
 
"I would think someone obviously trust worthy, hard worker, dedicated, intelligent and savvy in such areas would work. Provided they are sufficiently trained in their new area of 'expertise'." Alexander offered.
 
Mamami nodded along with Alexander.

"I agree," she said, "therefore, I propose we should choose the initial Harbor master unit from our existing militia, thanks to the extensive training we received from Yamatai as officers." She offered, "however, if and when domestically trained officers meet the proper criteria, they should be cycled in."
 
Tio browsed the Peacekeeper database, settling on a familiar record. He spoke up, making his suggestion; "What about Admiral Tomori? She is a loyal member of the clan and we have little need for an Offensive Director at this time...She is very capable and could organize this nicely I believe."
 
Shinichi looked up from his copy of the proposal. "I see no issue with the document as is, although as Mr. Romani has suggested I think we should set some standards as to what kind of people these Harbor Masters will be. I have no issue with former officers of the Star Army serving as temporary Harbor Masters, in fact I support the idea, since it would give us more time to properly train Harbor Masters."
 
"I suggest we move to the voting phase...I believe there is some urgency with this now." Tio said, ensuring all the assembly was given a copy of Admiral Tomori's credentials.
