Race submission format?

I don't think there is per se...but the various race writers that came I pointed at the Freespacer and Sourcian pages, as those were the only two major races to be passed since the race ban so should be excellent examples of what sort of stuff a page needs. Though do keep in mind when they were actually approved they had a lot less detail than they do now; over time they became polished and deeper, so to speak.
I always thought the lack of a proper template was to prevent the idea of writing a species from getting into new players' heads, or into the head of anyone not serious really. The entire point of the race ban was to drastically cut down the number of parallel races, so anything that would reduce the publicity of the ability to write races might be encouraged -- At least, I think. I remember some commenting on the whole "too crowded" issue (and draining the player base) when the original race ban was submitted...anyways, I forgot where I was going with this. ^_^;
But yeah, just glance over at the Freespacer or Sourcian pages.

Can we please get a more proper submission/guide to making a species? We have a guide on making factions, but the species page/information isn't explained. I know it's probably decently-known knowledge that I had to strip the template from the Rixx, not even mentioning analyzing various other species just to more properly assemble the Brolt.
TLDR: There's really still a lack of handily available templates/more properly laid-out information on making species. This should be amended in some manner, lest we have people incorrectly posting up ideas and getting discouraged by the mistake being pointed out. It sounds sad, but losing a potential race due to template confusion/mix-ups is something that could potentially happen when we lack a centralized resource.
And my TLDR wasn't short. =_=

I've broken the Species Submission Rules off into a new Creating a Species article that I will be working on cleaning up.
