Proposal 107

Purpose:

1. To protect the public from fraudulent activity.
2. To protect the people's trust in the government.

Proposed Law:

1. It is illegal to impersonate, or wear the uniform or insignia of, a government official of the Yamatai Star Empire, a law enforcement officer, or a member of the Star Army of Yamatai, with the exception of legitimate movie acting in government-authorized film production. It is also illegal for a person to wear or claim to have been awarded medals and honors which were not actually bestowed upon him.

Unauthorized wear of government and military insignia and false claims of awards and honors is punishable by 3 years in prison.

Impersonating a government official in connection with a crime is punishable by 20 years in prison.

Impersonating a government official with the intent to aid in the commission of a violent crime is an automatic death penalty.

2. It is illegal for private individuals or unauthorized businesses to sell or export uniforms of the YSE government or Star Army of Yamatai. Authorized businesses must verify the employment of the customers.

"Sounds reasonable enough to me," Kotori's volumetric projection answered to the proposal. "In lieu of forged documents and facsimiles of our uniforms, how exactly will we verify this?"
 
"PANTHEON tracks Star Army soldiers and can be queried to verify a soldier's status. A portal is also available through SYNC which gives basic information like name and rank without sharing unnecessary personal details beyond that," Hanako explained.
 
Kotori joined her hands over her lap, nodding slightly. "So, it's as simple a matter as querying the network."

Eyebrows frowned under the dark fringe of her hair. "So, this would mostly be a law that would deter small time offenders from impersonation, and make the citizenry more aware of the means at their disposal to verify the veracity of a soldier's identity."

"I wouldn't expect this be nearly enough to reliably catch spies from better established outside organisms - such as independents or another nation - but counter-intelligence is what we have SAINT for. It does also lay the groundswork with what happens to them when caught."
