<center>Treaty Between the
Yamatai Star Empire
and the
Lage Republic
and the
Haton Federation
and the
Other States and Principalities of Ohara</center>

Whereas the Yamatai Star Empire wishes to recognize and create a state of peaceful and mutually prosperous relations with the Lage Republic, the Haton Federation, and Other States and Principalities of Ohara (Hereto collectively referred to as the States and Principalities of Ohara), we mutually agree to enact and to follow the terms of this treaty:

1. The States and Principalities of Ohara will now be recognized as self-ruling states under the Yamatai Star Empire. This does not require any change in governments or leadership. All citizens of Ohara will be recognized as citizens of the Yamatai Star Empire with the rights and freedoms thereof.

2. The Yamatai Star Empire and the States and Principalities of Ohara agree to maintain friendly, honest, and peaceful relations and communications with one another. The Yamatai Star Empire and States and Principalities of Ohara agree to make at least one diplomatic communication with each other per month.

3. The Yamatai Star Empire and the States and Principalities of Ohara agree not to commit malicious acts against one another or employ others to commit malicious acts against one another.

4. Both the Yamatai Star Empire and States and Principalities of Ohara will recognize all ranks and titles bestowed on a person by the Yamatai Star Empire, its member states, and/or the States and Principalities of Ohara.

5. The Yamatai Star Empire will set aside ships, funds, and trainers to facilitate the creation of a new fleet of the <s>Yamatai Space Self-Defense Force</s> Star Army. Trainers from the Star Army of Yamatai will instruct Phodian personnel on use of Star Army weaponry and technology. The goal of this will be to enable the people of Ohara to be able to provide for their own defense. The <s>YSSDF</s> Star Army fleet will be permanently stationed in the Ohara system and will not be used as part of the Star Army of Yamatai.

6. <s>In order to usher the people of Ohara into the Space Age, the Yamatai Star Empire will provide a large shipbuilding facility. This shipbuilding facility will be aimed at producing civilian vessels. Shipbuilding experts from Yamataian shipyards will provide training and guidance on the use of the shipbuilding facility and on designing and building starships. </s>

7. In event of a large-scale attack on the planet Ohara by hostile forces, the Star Army of Yamatai will come to the aid of Ohara's <s>YSSDF</s> Star Army fleet. In the event that Ohara is rendered uninhabitable, the Yamatai Star Empire will provide a new home for the Phodians.

8. The <s>YSSDF's</s> Star Army's military bases on Ohara will provide support and supplies to Star Army ships as needed.

9. This treaty is valid immediately upon approval by all governments involved (or the leaders thereof) and lasts forever unless all parties agree to nullify it. All parties must approve any modifications to this treaty.
 
The States and Principalities of Ohara will agree to this treaty as is. We also welcome and are willing to consider suggestions in changes to the wordings and the terms of this treaty.

Um, Senator for New Fenyaro here.

I would like some information on these new allies before I vote on this proposal. If it isn't too much to ask.

My reason being, I prefer to learn as much about these things before I make a choice, so I know I'm voting properly. I'd be more at ease in my decision if I knew enough about these peoples.
 
Nataria did not know that this was something that needed to be voted upon, since it is from the Yamatai Empire to the Phods, not the other way round. As such if they have agreed t it, it is us asking them into our empire, not them asking to be part of it.

As such I don't know if we have a vote. We certainly have a vote when it comes to deciding if a new planet can join the empire when they are requesting it however (for example the Fenyaro who you represent). This is different.
 
Wow, a lot of people voted yes for the badly written New Fenyaro admission bill but Yangfan submits a well written treaty and no one votes.
 
((OOC: Maybe after the huge back and forth after the New Fenyar proposal got accepted the Senate finally decided to really discuss things over. >_>))

While I'm back here, a treaty has to be agreed to by both sides before it can be passed into law.
 
Nataria presumes that venerable Jaa Omichi was speaking for the Empress. However if it does require the Senate to vote, Nataria votes for the motion. However we would like to see a report on their cultural and technological standards before complete trust can be agreed.

(Perhaps they have grown up a bit, with Feynar no one cared who they were, what their tech was, or anything about them. They were willing to jump right into bed with them so to speak.)

Excuse me! Am I to take that the Xyainbor Representative has something against my attept at trying to help my people? I think this is hardly the fourm to bring that up.
 
Don't know who you are talking about but I definintly stand by my statement of 'badly written'.

I'm sorry, but I don't know of this "Yangfan" that you speak of. I am Jaa Omichi. I have been sent by the governments of Ohara to get this treaty ratified by the Yamataian Imperial Senate. I will also be the representative of Ohara once we're accepted into the Empire.

Um, that was never a part of proposal 66. The words all non-space faring civiliations were not even mentioned in proposal 66.

Change all occurances of "Fenyar" to "A Protected Low Technology Planet"

Add a list of protected low-technology planets, which includes Fenyar.


Keep in mind proposal 66 is a perfect example of a horribly written proposal. Not only does it not state how to achive low tech planet status, but it only includes Feynar as a low tech planet. Not only does proposal 66 not apply to this situation because of its language but it applies to NO other planets until changed by either another proposal or imperial decree.

Since this treaty attempts to supersceed the aformentioned bill. The Government of Fenyar must, unfortunatly, vote no.

Not only is there nothing supersceeded in proposal 66, but proposal 66 does not apply in this situation.

Well, since you asked nicely I'll put forward my reasons for my vote.

I understand your people are industrious and creative and you have a markable level of technology.

However that to me, doesn't really make me think that the Empire should, by way of this treaty, which shouldn't even be called such since there's no real conflict ment for it's title, supply your people with technology above and beyond what your civlization can handle.

Nor should they consent to letting you have access, even limited access, to the weapons the empire itself uses. True these people have affective counter-measure to their technology themselves. But, the empire's not what I'm worried about.

To me, this "treaty" looks more like a means to an end so you can gain some kind of foot hold in space when you don't even have an active space program form the information provided.

Your race is asking for more special treatment then what I was apparently asking for when I put forward my proposal.
 
I agree. It seems to me like the Empire doesn't have very much to gain by forging an alliance with Ohara. I vote no.

I don't mean to nit-pick, but a treaty can be any written agreement between two states, not necessarily a peace treaty.

Ohara understands New Fenyar's sentiments. The current treaty is a revised version of the treaty between the Yamatai Star Empire and Gashmere. Ohara realizes that it is currently not on the same technology level as Gashmere.

Ohara is willing to strike clause #6 off the treaty, and limit Imperial technology to military use only, if this will lessen New Fenyar's concerns enough for it to change its vote.

As for what Ohara can do for the Empire:

Ohara can currently produce ample enough food to feed three times its current population, in other words, more than 19 billion people. It's not much, but the Empire will likely run into food shortages soon if Hoshi no Iori is not re-claimed and repaired quickly.

Ohara sits in a strategic position in the outer rims of Imperial influence. An Imperial base at Ohara can only strengthen Imperial influence in the nearby systems. In addition, Ohara cannot conceal herself forever, as we have been broadcasting number sequences for decades. If the Empire will not protect Ohara, then the planet will most likely fall to the SMX or some other hostile power in the foreseeable future.

And lastly, the Empire could always use more skilled, dedicated, and loyal soldiers, which Ohara will be happy to provide.
 
Hoshi no Iori votes yes (senator is currently evacuated to Yamatai) and makes a motion to change the YSSDF line to one about the Star Army instead, since there is no longer a YSSDF.
