So the two shield systems CANNOT overlap or be used to defend the same target, right?
 
Correct.

The Unified Shield only defends Important Cities and requires multiple PDFs to be effective.

The Umbrella shield only defense the PDF.
 
Everything looks good, with Wes' concerns allayed.
