I just submitted my character info to the new character section... But I copy and pasted the forum into the message, but I think I might have to add it to the Wiki first but I don't know how to add a new page?

Adding a page to the wiki is rather easy to begin. You go to a character page (let's use Doshii's character page for Yukari as an example, though it doesn't really matter... -->

Then, in your address bar, take out the character name, and replace it with the name of your character. In this case: remove suzuka_yukari and replace it with...let's call the new character "numa". So your end result will be:

Now you will be taken to a page that says that this page doesn't exist. Up in the left corner, in the dark blue bar, will be a link saying "Create this page". If you click that, you are taken to an edit screen where you may enter the info for your character.
It's that easy : )
Also, just as a side note, you may need to make an account with the wiki to edit and create new pages in it.

Doshii's mostly right...I don't know if you mean "Chapter" = "Plot" or "Chapter" = "Part of a plot"...I've seen a few sims that use "chapter" divisions for entire storylines. But I also know that each GM is a little different in how they define chapters here. In my case, I use chapter divisions to break up a single story which otherwise would turn into a very, very long thread.
Each plotship on the page Doshii linked to is active...I'm not sure which ones have just recently started new plots though. It would probably be best just to jump into one. Since your character would be new, it would open up opportunities for you to ask about what's going on, which you can also do OOCly.
