For reference current placements are shown here.

The 1st XF will be staying in District 4 (KMS) as will the 6th Fleet. I would like to return the 1st Fleet back to District 1.

Because of the 9th Fleet's specialized formation and counterinsurgency capability, a posting at one of the worlds on the northern frontier in District 1 would be optimal. However, if the 1st Fleet is ordered to a new district, the 9th Fleet would honorably continue their mission in Samurai Sector and the outlying territories to the east.

Ketsurui Yui-Taisho,

Operational requirements of the Third Expeditionary Fleet put both District One and Two as good candidates for my fleet's placement; I wish for little more than a system that my crews can call home and the ability to have ships free to explore the north-eastern frontier where we shall expand the Empire's bounds.

Preliminary Fleet Arrangements will be as follows:

1st Fleet: District 1, at Yamatai; switching to command of Taisho Yui
2nd Fleet: District 1, based at Nataria
3rd Fleet: District 3, based at Virginia
4th Fleet: District 2, based in the Bard Cluster
5th Fleet: District 2, based in the E-series Star Systems
6th Fleet: District 4, based at UX-25
7th Fleet: District 4, based at UX-13
8th Fleet: District 3, based at Veronica
9th Fleet: District 1, at Tami

1st XF: Exploration and colonization efforts in and around the Ketsurui Military Sector. Based at Hanako's Star.

3rd XF: Exploration and anti-pirate efforts in and around the spacelane that connects Yamatai to the Ketsurui Military Sector. Based at UX-6.

As per our international treaties, the 3rd XF cannot expand Northeast of Yamatai as requested by its Taisho.
