1. The Star Army of Yamatai is activating the Star Army Reserve from YE 44.7.15 to YE 44.9.15 in order to conduct emergency humanitarian operations on a massive scale. All reserve solders must report to their assigned military bases or units for mobilization and deployment.

2. Mobilized soldiers will be assigned to temporary duty with Star Army Logistics on transportation or construction details, to Star Army Personnel, or to Star Army Emergency Services.

3. The following fleets are asked to provide transportation, construction, and humanitarian assistance support for the operation: 1SF, 2SF, 3SF, 1XF, plus cadre on Pisces International Station, the Reserve, Personnel, Logistics Mass Evacuation Division, and other units that volunteer.

4. The Star Army Rikugun should provide long term security and medical assistance to refugee planetary settlements.

5. I authorize the creation of a special medal for all partipants of this event.

6. The objective is to immediately move the majority of some 300+ million passengers from friendly but disabled spacecraft in YSE space near the Xylar system to any available Star Army Refugee facilities or any available safe housing. Additional housing may need to be built.

7. Code name for Op is FIREPLACE.

We've done this before in (combat!) for the UOC, we can do this again working together. Get ready!

  1. Most of our ships are under construction, so sadly I cannot do much for military vessels.
  2. The Yugumo Colonization Initiative can spare 2 x Daikoku-Class Agricultural Ships to assist with providing food to refugees.
  3. I have contacted the mayor, Takahashi Eir, of Tokyo. We can open up some homes and warm beds as needed.

Mobilizing with the YSS Battle of Elysia Izanagi Dreadnought registered NF-S1-03 out of the First Standard Fleet now in order to accomplis the mass transport of these 300 million+ individuals. Operational success is well within the assignment. Thus I will persevere to make the voyages as accommodating and thoughtful to our passengers' needs during their relocation.

Crew compliment will be at its minimum due the non-hostile nature of these rescue attempts and to provide as much space to the passengers we will be relocating. Despite this and the large passenger compliment of the Izanagi, several trips will be necessitated during the working period established. Additional information for the continued operation will appreciated when available (ie location for long-term planetary settlements and a point of contact/representative for the passengers) though operations for the immediate movement of these passengers is already underway.

Fourth Fleet is standing by to assist, although it may be difficult as we need to keep watch on the borders.

We do, however, still have leftover ships from our siloing as a Standard Fleet which may be of usage.

The Colonisation Group, Agricultural Support Group, Medical and Rescue Group, Forward Logistics and Starship Repair Group will all be placed under a new Task Force (475), and dispatched to assist on behalf of all of us at Fourth.

Please be advised that we have sent a flash scramble to all CSAR forces available for deployment. Given our response time policy, the first teams should be arriving within minutes. CSAR's 171st will be leading our response on site. We are also scrambling a large portion of our BATON teams, to help keep things orderly on site until standard Investigators arrive to relieve them. They will also be on standby for any incidents related to civilian resistance to any resettlement efforts. We're at the disposal of any other responding organisations who would benefit from immediate reinforcement of any kind.

The people of Tsenlan and the Norian species thank you for this great endeavor. We are grateful. Please allow my introduction, I am Aestaesys Airwin Caeyara, the current leader of the people you are bravely about to provide assistance to. I can provide you with some help in understanding those to whom you are giving aid.

  1. Please, in areas for sleeping or commune for refugees when possible, provide an environment with a 10 degrees centigrade average. While we can survive comfortably at temperatures higher than that, this is the target temperature for our vessels. (Temperatures over 42+ degrees celsius can lead to illness due to the molecular breakdown of our blood).
  2. Lower than normal oxygen levels (3-5% lower than normal) and higher nitrogen levels can bring comfort to any patient.
  3. Our people are herbivores, we only consume plant material.
  4. Our ships are living and breathing entities with sentience and knowledge, that is important to our society as a whole. Do not treat them without their consent.
  5. We have beings called Sylphs that we have created through biological engineering, please leave them in stasis and containment.
  6. MERN soldiers may be carrying weapons, but we are not your enemies. Soldiers have been ordered in advance to cooperate with the Star Army.
  7. Our ship's systems are compatible with your aether energies, however, due to sensitivity and cultural perception, there may be civilians who have strong feelings about its usage, understand they are just scared.
  8. Please keep track of our refugees, we care very much for them and their one-day reunion.

I thank you mighty Star Army of Yamatai, for your assistance in this matter. My son Prince Uaeso Caeyara can be found on the lead military vessel and is in command. I will remain here in the hospitality of your Mistress Taisho.

Advisory: Cold Temperatures Anticipated in response zone

To: Responding Separa'Shan and Senti Personnel, their commanders, Tsenlan medical personnel

The target temperature range of the Tsenlan ships is 10 degrees Celsius. Separa'Shan attempt to enter a biostatis if their core tempature goes below 20 degrees Celsius. A Separa'Shan can survive comfortably in biostasis to -10 degrees Celsius. While 10 degrees is not lethal, emergency heating elements should be made available. Once their core body temperature returns to above 20 degrees celsius, they should wake up without issue. Additionally, we recommend Separa'Shan personnel to ensure that their uniform active warming elements are working properly and are fully charged. The energy will likely drain faster than normal, so additional batteries are recommended.

Senti are also cold sensitive, with temperatures of 10 degrees Celsius being lethal to Senti personnel within 30 minutes. We recommend Senti personnel be equipped with extreme cold weather gear. Senti who have cold related injuries should be treated as a life threatening medical emergency. Emergency heating elements should be carried by all Senti personnel.

Warning! Low Oxygen Concentration Anticipated in response zone

All personnel must be equipped with with a self-contained breathing apparatus or a combination full-facepiece pressure-demand supplied-air respirator with auxiliary self-contained air supply. In addition, they should be issued a atmospheric oxygen detector.

The average atmospheric oxygen concentration present in the Tsenlan ships is 3-5% lower than is usual. For most human-derived species the average atmospheric oxygen concentration is around 21%. This results in a oxygen concentration on Tsenlan ships of 17%-19%. Below 19.5% oxygen concentration is oxygen-deficient and potentially dangerous to human derived species. Between 16%-19.6% any exertion quickly leads to symptoms, notably impaired thinking and/or coordination. Below 14% symptoms appear even under minimal exertion. Below 10% percent oxygen results in nausea, vomiting, lethargic movements, and perhaps unconsciousness or death. At less than 6% the these symptoms occur immediately and death is likely. Below 16% should be considered medically dangerous and personnel evacuated unless properly equipped.

1. As most fleet groups are preparing for the joint colonization effort, their deployment will be expedited.

2. Responding assets will include but are not limited to: the Taihō Expeditionary Strike Group, Task Force 48 (not the Wakaba), 1XF Task Fleet, and parts of the First Expeditionary Logistics Group.

3. If further accommodations are required, we will be able to facilitate. The fleet can provide transportation to resettlement areas as well as to larger vessels ferrying groups further into the sector. Our applicable star fortresses can also be used as a transfer point to settlement in the Motoyoshi Colonial Sector.

Our beacons are active, Shurista is en route to Xylar to offer safe refuge for refugees and the Shuristan Salvage Fleet to assist in starship repair operations. We will stay out of your way, but Senti law requires immediate mobilization to respond to any distress signal.

We will tow vessels that cannot be repaired

Senti vessels do not use Aether drives, even if derived from Aether driven hulls. The Corruption caused by unreliable Aether systems is not tolerated. Senti Civil Service Spacesuit uniforms are capable of operating in expected conditions.

Cold sections of Shurista are being retrofitted. Be prepared. Shurista is 9.3 megameters diameter.

Average speed of Shurista Flotilla is 5 light years per hour. Please clear 1.75 gigameters spherical radius from range 2160 LH, lon 0, lat 0, mag north from Xylar star center.

1. The Star Army of Yamatai is deactivating the Star Army Reserve effective YE 44.9.15 because our large-scale humanitarian mission to assist the Norian refugees has been successfully completed. Thanks to your efforts and the efforts of friendly nations and civilians, all Norian survivors have been located to Akina or temporary refugee housing.

2. All reserve solders must report to their assigned military bases or units for demobilization.

3. Star Army Reserve soldiers will be assigned travel itineraries and transportation back to their home of record to arrive prior to the year-end holiday.

4. The following fleets are asked to provide transportation, construction, and humanitarian assistance support for the operation: 1SF, 2SF, Logistics Mass Evacuation Division, and other units that volunteer.

5. The Star Army Rikugun should continue to provide long term security and medical assistance to refugee planetary settlements as needed.
