Are there universal translators/Stasis pods in the setting?

Hello everyone, a new guy here. I know it's a little bit of an unusual question, but does the setting have any type of automatic translation devices in either hand held or cybernetic form that a character can own/have installed? And I figured Stasis pods wouldn't be an item one would normally purchase, but I still want to know if they are in the setting for other reasons.
 
Thank you, this makes one idea I have for a character possible if still improbable. Then again where would the fun be in designing just an ordinary character.
 
If you want language to be a problem, maybe say the individual's speech centers were scrambled and they communicate through another means (for example, re-wiring the same neurons as they re-developed to interface with a cybernetic device not unlike the text-function on a mobile phone or universal data-over audio like dialup modems)...?

It's entirely possible.
