Capabilities and uses of Neko telepathy

Specifically, regarding the potential for psychic 'attacks' via the use of 'exaggerated' memories of pain, fear, and the like, using them as last resort psychic flash bangs if you will. Not all that deadly on its own (usually) but confusing and frightening to a recipient.

It IS stated that nekos can send sensations to others that are on the receiving end of telepathy, I just thought this to be the next logical step. Of course another question is whether they feel the actual memories like they are happening, or if they just acquire those memories, and even how it would affect one sending out the attack.

Discuss please.
 
Psionic abilities are mostly a thing of the past for nekos. There's no actual logical step relevant here, mostly because psionic ability has regressed rather than evolved. SARP, in general, steers clear of magic-like abilities. The ESP rules are dated; they were toned down 10ish years ago, and now it's even less.

Neko telepathy nowadays is mostly like Skype. Wireless Voice Over IP. You send instant messages to the number of people you want, or privately to just one person. Or you can mentally voicechat with other people, individually, in with group conferences. Sort of.
 
Allright. Realistically it doesn't make sense to downgrade your troops but gameplay wise it makes sense I suppose.
 
The reasons for the downgrade are mostly purely Out-of-Character ones. Not that meta-considerations have purely affected psionics only.
